PROCESS FOR CONVERTING TO FLOW-DEPENDENT RESIDENTIAL SEWER RATES <br />(memo distributed) <br /> <br />City Manager Micheal Gleason introduced the agenda item. Bill Guenzler of the <br />Public Works Maintenance Division presented the staff report. He stated that <br />he attended the Springfield City Council meeting with Ms. Wooten at which <br />the council reaffirmed its former position of not converting to flow-depen- <br />dent rates. He said some members of the Springrfeld City Council showed some <br />agreement for the conversion but had some reservation in regard to the timing. <br />He said his sense of the situation is that there is some interest in the conver- <br />sion in both Springfield and Eugene. He referred to the chart included in the <br />January 19, 1984, memorandum from the City Manager which illustrated the conver- <br />sion schedule to flow-dependent residential sewer rates. He felt that the <br />conversion could be accomplished by spring of 1985. He stated that the Mayor <br />and the City Council will have to discuss the issue with the Springfield City <br />Council. He added that the Springfield staff is in favor of the conversion. <br /> <br />Ms. Smith said she appreciated the chart, stating that it addresses the concerns <br />raised earlier by both councils. She felt that the task force would probably <br />concur with her statements. She believed that moving toward conversion to <br />flow-based rates is appropriate, with provisions being given for the time <br />necessary for implementation and additional information. She encouraged the <br />council to proceed in that direction and to make a final determination on the <br />issue in the spring of 1985 or to initiate any required steps prior to that <br />time. She said she would participate in conveying that message to the Spring- <br />field City Council with the concurrence of the council. <br /> <br />Ms. Wooten thanked Mr. Guenzler for his assistance at the Springfield City <br />Council meeting. She said she is willing to support a date certain for conver- <br />sion to flow-based rates as presented by staff. She said that clarification was <br />needed to state that the conversion will be made in the spring of 1985 and not <br />just a final determination at that time. She said she would support a motion <br />for adopting that position. She added that the Springfield City Council would <br />like to meet with the Eugene City Council. She said the suggestion is that <br />Mayor Keller will meet with Mayor Lively of Springfield. <br /> <br />Ms. Schue questioned how the City could set a date certain for conversion when <br />Springfield has not yet accepted the idea. Ms. Wooten responded that the issue <br />would be negotiated by jurisdiction. She said the council has taken one action <br />and the Springfield council has taken another. She said she has indicated,to <br />the Springfield council the desire of the Eugene council to work together in <br />good faith. She felt that it is the council IS position to adopt the next <br />process level and for Mayor Keller to present it to Mayor Lively for adoption. <br />She said that further negotiation might be necessary. Ms. Wooten said the <br />situation is unique but she did not see any alternatives. Mayor Keller stated <br />that he would not meet with Mayor Lively without guidelines from the council. <br />He said he will present the guidelines to Mayor Lively for presentation to the <br />Springfield council.
