Mr. Guenzler stated that Ed <br />Slack and Dwight Ackenman of MWMC were present to answer any questions. <br /> <br />Councilor Smith said that Mr. Guenzler had adequately highlighted the work of <br />staff and the MWMC in presenting the budget. She stated that she was comfortable <br />with the budget as proposed. She felt that staff and the MWMC will consider the <br />concerns raised by Lane County as the budget proceeds. She stressed that the <br />budget was sound and was necessary for the operation of the sewage treatment <br />pl ant. <br /> <br />Mr. Obie moved, seconded by Ms. Smith, to ratify the MWMC 1984-85 <br />Proposed Budget. Roll call vote; the motion carried unanimously, <br />6:0. <br /> <br />IV. ORDINANCE CONCERNING JOINT PARKS COMMITTEE (memo, ordinance distributed) <br /> <br />e <br /> <br />City Manager Micheal Gleason introduced the agenda item. Director of Parks and <br />Recreation Ernie Drapela presented the staff report, reviewing his memorandum to <br />the City Council regarding the proposed amendment to the Joint Parks Committee <br />ordinance. He explained that the amendment will provide term designations of <br />four years for the citizen members of the committee, the designations having <br />been inadvertently omitted from the original ordinance. <br /> <br />CB 2746--An ordinance concering the Joint Parks Committee; and <br />amending Section 2.013 of the Eugene Code, 1971. <br /> <br />Mr. Obie moved, seconded by Ms. Smith, that the bill be read the <br />second time by council bill number only, with unanimous consent of <br />the Council, and that enactment be considered at this time. Roll <br />call vote; the motion carried unanimously, 6:0. <br /> <br />Council Sill 2746 was read the second time by council bill number only. <br /> <br />Mr. Obie moved, seconded by Ms. Smith, that the bill be approved <br />and given final passage. Roll call vote; all councilors present <br />voting aye, the bill was declared passed (and became Ordinance No. <br />19250) . <br /> <br />V. OLYMPIC TORCH RESOLUTION (memo, resolution distributed) <br /> <br />Ci ty Manager Micheal Gl eason introduced the agenda item. Acting Publ ic Infor- <br />mation Director Tim Birr presented the staff report, stating that staff had <br />drafted the resolution at the request of Councilor Wooten. He briefly reviewed <br />his May 25, 1984, memorandum to the City Council, stating that the YMCA was <br />requesting that the City Council fonmally recognize and declare the passage of <br />the Olympic Torch through the city as a community event. He introduced Harriet <br />Lynch of the YWCA. Ms. Lynch stated that 20 local organizations were involved <br />in conducting the activities associated with the passage of the torch through <br />Eugene.
