Farewell to Bebe Krause <br /> Councilor Wooten announced that Bebe Krause of KEZI-TV had been hired as a <br /> commentary writer for Dan Rather and would be leaving Eugene. Mayor Keller <br /> commented that Ms. Krause was a good reporter and had been a good citizen for <br /> Eugene. <br /> II. ROUTINE ITEM FOR COUNCIL APPROVAL: City Council Work Session Minutes <br /> of July 10, 1984 (minutes di~tributed) <br /> Mr. Obie moved, seconded by Ms. Wooten, to approve the City <br /> Council minutes of July 10, 1984. Roll call vote; the motion <br /> carried unanimously, 8:0. <br /> III. PUBLIC HEARING: ALLEY VACATION LOCATED BETWEEN EAST 22ND AVENUE AND EAST <br /> 23RD AVENUE FROM PATTERSON STREET EAST 160 FEET TO ALLEY (Gilland/Peting) <br /> (AV84-1) (memo, map, background information distributed) <br /> Assistant City Manager David Whitlow introduced the agenda item. Bill French <br /> of the Planning Department presented the staff report, stating that the <br /> e proposal was to vacate a 14-foot wide public alley located from Patterson <br /> Street east 160 feet to the boundary of the north/south alley. He said the <br /> item was part of a proposed clinic that will encompass the west half block <br /> between 22nd and 23rd Avenues east of Patterson Street. Mr. French said the <br /> referrals were distributed to the various utility agencies. He said EWEB had <br /> responded that a public utility easement was needed on the eastern 25 feet to <br /> allow for utility maintenance and a guy wire from an overhead electrical <br /> system in the north/south alley. EWEB also stated that the guy wire would not <br /> be needed if the utilities were placed underground but that no agreement had <br /> been reached on that issue. He stated that staff was recommending approval of <br /> the vacation. In response to a question by Councilor Obie, Mr. French stated <br /> that it was appropriate to move ahead based on the easement issue. He said <br /> that staff had discussed with the applicant the issue of some assessments <br /> which could be performed under the Eugene Code. City Attorney Tim Sercombe <br /> stated that staff was recommending that consideration of the vacation be <br /> postponed in order to work out any assessment issues with the applicant. He <br /> suggested that the public hearing be postponed until September 12, 1984. <br /> Mr. Obie moved, seconded by Ms. Wooten, that the agenda item be <br /> postponed until September 12, 1984. Roll call vote; the motion <br /> carried unanimously, 7:0. <br /> Donald Peting, 4935 West Hillside Drive, stated that he was an architect <br /> working in behalf of a client who had a September 1 deadline; therefore, he <br /> wished the council to take action on the vacation at that meeting. <br /> - <br /> MINUTES--Eugene City Council August 15, 1984 Page 2 <br />
