<br /> c <br /> Mr. Delay requested the consultant respond as to whether or not applica- <br /> tions submitted a year ago for another phase of the project would be the - <br /> best possible applications for consideration for this phase. He reiterated <br /> his feeling that it is important to obtain the very best firm and get the <br /> very best job possible. Assistant Manager said the consultant had reviewed <br /> all of the materials in great depth. Mr. Scott was aware that was an <br /> item of concern, and Assistant Manager will check with Project Director <br /> for a response to Mr. Delay. However, Assistant Manager said his impres- <br /> sion was that Mr. Scott was satisfied there was a good selection of firms. <br /> In response to a question from Mr. Haws, Assistant Manager said it had <br /> been recommended to Council that the screening committee review the <br /> 27 proposals and narrow those to five finalists who would then present <br /> their proposals in compliance with the criteria Council has approved. <br /> The City Council would then make an evaluation choosing whom they felt <br /> was the best firm. <br /> Mr. Williams hoped the consultant would not be reacting just to Council's <br /> concerns, but be advising Council as to what questions ought to be <br /> asked. Assistant Manager said Mr. Scott had gone over all materials <br /> in great detail, had looked at the applications on file, had recommended <br /> the architects be allowed to update their folders, and further, that the <br /> format of criteria be modified. This modification would allow the archi- <br /> tects to respond to the elements of the selection criteria as adopted by <br /> Council. Updating by the architectural firms of their materials should be <br /> completed by August 11. It was felt giving them time now would improve <br /> the quality of the presentations. The screening committee would then work e <br /> during the week of August 14 to narrow the 27 proposals down to five <br /> finalists. Those five finalists then would be given a week to polish <br /> their presentations for the Council and Civic Center Commission joint <br /> meeting. <br /> Mr. lieuallen said he felt Council had, by default, accepted staff <br /> recommendations regarding the five finalists, the screening committee, and <br /> accepting 27 proposals. He reviewed the activity among local architectural <br /> firms and their great interest in this project. He felt that if applica- <br /> tions were opened up, the local firms could comply within 48 hours to <br /> submitting proposals. Therefore he did not think time would be a problem <br /> if Council wished to open up the proposals again. <br /> It was determined the screening committee would meet Thursday, August 17. <br /> It was consensus of Council that the finalist interviews try to be scheduled <br /> for a one-day session. Assistant Manager noted the Civic Center Commission <br /> would have to be polled; and they would focus the interview date for <br /> Saturday, August 26.
