He reviewed the surrounding <br /> land ownership and zoning. The findings for annexation cover the <br /> applicable City criteria and include standards under the LCDC admin- <br /> istrative rule. <br /> The Planning Commission also considered rezoning of the property. <br /> He said while the applicant is Lane County, with the ultimate intent <br /> to sell, the specific application for subsidized housing would have <br /> to go through separate application and hearings under conditional <br /> use permit. Thus, the specific design of the project is not before <br /> Council at this time. <br /> No ex parte contacts or conflicts of interest were declared <br /> by Councilors. <br /> Staff notes and minutes were entered into the record. <br /> Public hearing was opened. <br /> Those speaking in favor were as follows: <br /> Evelyn Moore, 991 Sherwood Place, represented the Steering Committee <br /> of the Cal Young Neighborhood Group. The group had no objections <br /> to the annexation/rezoning, but strongly urged the City to develop <br /> the whole area at one time. They did have strong objections to - <br /> the proposed development on this site, noting there were only about <br /> 50,000 square feet as the property north of Abbey Lane is considered <br /> a 11 that is appropri ate for the development. She said the group <br /> could not support the proposed project development because there <br /> had been no feasibility study for the area. <br /> Emily Schue, 160 East 37th, repr esented the Joi nt Hous i ng Committee. <br /> She noted the project had been in the planning stages for over two <br /> years, since 1976. The project had taken that long because it was <br /> difficult to find suitable land. Lane County is willing to sell this <br /> property at a reasonable price, which will keep the development costs <br /> down. The JHC has looked at the property, and she said all groups <br /> involved feel it is a workable and practical site. She noted the <br /> involvement of several agencies: HUD for rent subsidies; the State <br /> for mortgage loan; Lane County, for sale of the property; and the <br /> City, with equity portion of fundi ng. <br /> Peggy Steveson, 1011 Lorane Hi gllWay, act i ng Di rector of Lane County <br /> Housing Authority, spoke on behJlf of the applicant.
