1) Changes the functional classification of an existing or planned transportation facility; <br /> <br />The proposed refinement plan amendment would not change the functional classification of any <br />transportation facility. <br /> <br /> 2) Changes standards implementing a functional classification system; <br /> <br />The proposed refinement plan amendment would not change the standards for implementing a <br />functional classification system. <br /> <br /> 3) Allows types or levels of land uses which would result in levels of travel or access which <br />are inconsistent with the functional classification of a transportation facility; or <br /> <br />The proposed refinement plan amendment would not allow types or levels of uses which would result <br />in levels of travel or access which are inconsistent with the functional classification of a transportation <br />facility. Such changes in use would result in a negligible increase in level of service (LOS). <br /> <br /> 4) Would reduce the performance standards of the facility below the minimum acceptable level <br />identified in the TSP. <br /> <br />The proposed refinement plan amendment would not reduce the performance standards of the facility <br />below the minimum acceptable identified in the Transportation System Plan. Any change in use would <br />result in a negligible increase in traffic volumes. <br /> <br /> Goal 13 - Energy Conservation: To conserve energy. <br /> <br />Goal 13 states, in part, that land use planning should, "to the maximum extent possible, seek to recycle <br />and re-use vacant land and those uses which are not energy efficient" (see Goal 13, guideline 3). The <br />provision of commercial land along such a high capacity transportation corridor serves to accomplish <br />the objective of creating compact urban development. The location of the subject site proximate to <br />Interstate 5 accomplishes this intent. Therefore, the amendment is consistent with Statewide Planning <br />Goal 13. <br /> <br /> Goal 14 - Urbanization: To provide for an orderly and efficient transition from rural to urban <br /> land use. <br /> <br />All of the parcels affected by this ordinance are currently within the Urban Growth Boundary and were <br />annexed into the City of Eugene in 1955. Although not all urban services are immediately available to <br />the site at this time, as established in findings in the evaluation of Goal 11 and incorporated herein, <br />provision of those services is feasible. The amendment is, therefore, consistent with Statewide <br />Planning Goal 14. <br /> <br /> Goal 15 - Willamette River Greenway: To protect, conserve, enhance and maintain the <br /> natural, scenic, historical, agricultural, economic and recreational qualities of lands along the <br /> Willamette River as the Willamette River Greenway. <br /> <br />The subject site is not within the Willamette River Greenway.
