Larson Property <br /> Traffic Impact Study Page <br /> <br /> Glenwood Drive to Laurel Hill Drive, is 24 £eet wide and consists of two travel lanes with curbs. The <br /> roadway continues west from Laurel Hill Drive as an unimproved oil-mat roadway. The intersection of <br /> Moon Mountain Drive and Laurel Hill Drive is controlled by an all-way STOP. <br /> <br /> Laurel Hill Drive is a local city street. North of Moon Mountain Drive it is an unimproved two-lane oil- <br /> mat roadway that provides a secondary connection to Franklin Blvd. via Augusta Street, 16~ Avenue, and <br /> Riverview Street. South of Moon Mountain Drive, it is improved to a 20-foot width with curbs and <br /> serves a growing residential area. <br /> <br /> b. Existing Traffic Volumes <br /> <br /> Turning movements counts were conducted by Access Engineering staff from 7 to 9 AM and from 4 to 6 <br /> PM at Glenwood Blvd.and Glenwood Drive/Moon Mountain Drive on November 12, 2003. A summary <br /> sheet for the count can be found in Appendix B. Traffic counts for the surrounding intersections, <br /> Glenwood Blvd. and the I-5 Northbound Ramps, Glenwood Drive and the I-5 Southbound Ramps, and <br /> Moon Mountain Drive and Laurel Hill Drive were obtained from the April 9, 2001 "Traffic Impact Study <br />· for Sun Blaze Village" by JRH. Thc AM and PM peak hour counts from that study were updated based <br /> on the counts taken at the Glcnwood Blvd.and Glenwood Drive/Moon Mountain Drive intersection <br /> which feeds each of those intersections. <br /> <br /> Since the traffic count at Glcnwood Blvd. was taken in mid-November when traffic flow levels are <br /> generally low in comparison to the yearly average, a seasonal factor should bc applied. To convert thc <br /> November peak hour counts to a more representative volume, the 2002 ODOT Seasonal Factors Table <br /> was consulted. Thc nearest automatic traffic recorder (ATR) in the area is on the Eugene-Springfield <br /> Highway (ATR 20-008). The traffic on this route is taken as representative of seasonal patterns in the <br /> Eugene-Springfield metropolitan area. This station was used to find thc factors for the peak (minimum <br /> factor) period and the factors for the date of the traffic counts. The minimum factor (0.9122) was found <br /> to be on April 15t~. The factor for November 12~ was 0.9780, therefore the peak hour volumes at <br /> Glenwood Blvd. and Glenwood DrivefMoon Mountain Drive will be increased by the ratio of the factors; <br /> 0.9780/0.9122 = 1.07. Figure 2 in Appendix A shows the existing AM and PM traffic volumes <br /> respectively at the study area intersections. <br /> <br /> c. Mobility Standards <br /> <br />According to the 1999 Oregon Highway Plan Mobility Standards, the maximum volume to capacity <br />ration (V/C) for Glenwood Blvd ~ I-5 Northbound Ramps and for GlenwOod Drive ~ I-5 Southbound <br />Ramps, intersections that are ramp terminals on local roads, is 0.85. For Glenwood Blvd. ~ Glenwood <br />Drive, both local roads within the interchange right-of-way, the intersection consists of local interest <br />roads in an MPO and therefore the V/C standard is 0.90. The intersection of Moon Mountain Drive with <br />Laurel Hill Drive is under the jurisdiction of the City of Eugene.
