Future Traffic <br /> <br />The proposed plan amendment and zone change requires traffic projections for 15 years in the future or <br />for the planning horizon of the TSP which ever is greater. <br /> <br />1. Background Traffic and Planned Roadway Improvements <br /> <br />Future traffic conditions in the area have recently been addressed in the April 9, 2001 "Traffic Impact <br />. Study for Sun Blaze Village" and subsequent June 5, 2001 Addendum by JRH Transportation <br />Engineering. The study covered the development of the "East Ridge" area including Son Blaze Village, <br />the Larson/Furtick properties, and other properties to the east and south that will contribute traffic to the <br />study area. Full build-out of the area was assumed to be accomplished by 2021. <br /> <br />The traffic study led to a "Cooperative Improvement Agreement" among the State of Oregon, and the <br />cities of Eugene and Springfield, signed in May of 2002, that specifies staged roadway improvements for <br />thc Glenwood Interchange area.
