Future Traffic The proposed plan amendment and zone change requires traffic projections for 15 years in the future or for the planning horizon of the TSP which ever is greater. 1. Background Traffic and Planned Roadway Improvements Future traffic conditions in the area have recently been addressed in the April 9, 2001 "Traffic Impact . Study for Sun Blaze Village" and subsequent June 5, 2001 Addendum by JRH Transportation Engineering. The study covered the development of the "East Ridge" area including Son Blaze Village, the Larson/Furtick properties, and other properties to the east and south that will contribute traffic to the study area. Full build-out of the area was assumed to be accomplished by 2021. The traffic study led to a "Cooperative Improvement Agreement" among the State of Oregon, and the cities of Eugene and Springfield, signed in May of 2002, that specifies staged roadway improvements for thc Glenwood Interchange area. The I-5 at Glenwood Interchange is listed as a future major interchange improvement. Figure 3 in Appendix A depicts the roadway improvements specified in Table 2.
