Some of the residential areas are currently undeveloped. <br /> <br />Approval Criteria: <br /> <br />Refinement Plan Amendment approval criteria are provided in Section 9.8424 of the <br />Eugene Code (EC). Approval criteria are provided in bold below. <br /> <br /> EC 9.8424(1) The refinement plan amendment is consistent with all of the <br /> following: <br /> <br /> (a) Statewide planning goals. <br /> <br /> Goal 1 - Citizen Involvement: To develop a citizen involvement program that <br /> insures the opportunity for citizens to be involved in all phases of the planning <br /> process. <br /> <br />The City has acknowledged provisions for citizen involvement which insure the <br />opportunity for citizens to be involved in all phases of the planning process and set out <br />requirements for such involvement. <br /> <br />The Laurel Hill Plan amendment is limited to a Land Use Map change within the East <br />Laurel Hill area. The plan amendment is subject to the Type IV public notification and <br />hearing process beginning at EC 9.7410. <br /> <br />On June 21, 2004, Planning staff deemed the Laurel Hill Plan amendment application <br />complete at the applicants' request, and determined the proposal ready for processing. <br /> <br />On July 8 and August 31, 2004, referrals concerning the pending applications were sent <br />to the Oregon Department of Transportation (ODOT), and to the Laurel Hill Valley <br />Citizens neighborhood association and to City departments, consistent with EC <br />9.7415(2). On July 2, 2004, the City mailed notice of the proposed plan amendments to <br />the Department of Land Conservation and Development, as required by EC 9.7415(1) <br />and in accordance with State statutes. <br /> <br />On August 18, 2004, notice of the Planning Commission public hearing was mailed to the <br />applicant, owners and occupants of property within 300 feet of the subject property, the <br />Laurel Hill Valley Citizens neighborhood group, and other community organizations <br />requesting such notice in accordance with EC 9.7415(2). <br /> <br />Following a recommendation from the Planning Commission, the City Council will hold <br />a duly noticed public hearing on the record to consider approval, modification, or denial <br />of the amendment.
