Goal 2 - Land Use Planning: To establish a land use planning process and <br /> policy framework as a basis for all decisions and actions related to use of land <br /> and to assure an adequate factual base for such decisions and actions. <br /> <br />The record shows that there is an adequate factual base to support the refinement plan <br />amdendment as Goal 2 requires. Further, the Goal 2 coordination requirement is met. <br />Goal 2 requires that plans be coordinated with the plans of affected govemmental units <br />and that opportunities be provided for review and comment by affected governmental <br />units. To comply with the Goal 2 coordination requirement, the City will be responsible <br />for coordinating the adoption of this amendment with all affected governmental units. <br />Specifically, notice will be mailed to the City of Eugene; and the following state <br />agencies: Department of Land Conservation and Development and Oregon Department <br />of Transportation. Therefore, the amendment is consistent with Statewide Planning Goal <br />2. <br /> <br /> Goal 3 - Agricultural Land: To preserve and maintain agricultural lands. <br /> <br />This amendment is for property located within the city limits and does not affect land <br />designated for agricultural use. Therefore, Goal 3 is not applicable or relevant to the <br />amendment. <br /> <br /> Goal 4 - Forest Land: To conserve forest lands by maintaining the forest land <br /> base and to protect the state's forest economy by making possible economically <br /> efficient forest practices that assure the continuous growing and harvesting of <br /> forest tree species as the leading use on forest land consistent with sound <br /> management of soil, air, water, and fish and wildlife resources and to providefor <br /> recreational opportunities and agriculture. <br /> <br />This amendment is for property located within the city limits and does not affect land <br />designated for forest use. Therefore, Goal 4 is not applicable or relevant to the <br />amendment. <br /> <br /> Goal 5 - Open Spaces, Scenic and Historic Areas, and Natural Resources: To <br /> conserve open space and protect natural and scenic resources. <br /> <br />This amendment does not create or amend the area's list of Goal 5 resources, does not <br />amend a code provision adopted in order to protect a significant Goal 5 resource or to <br />address specific requirements of Goal 5, does not allow new uses that could be <br />conflicting uses with a significant Goal 5 resource site and does not amend the <br />acknowledged Urban Growth Boundary.
