The <br /> 1999 update concluded that there is an adequate supply of buildable residential land <br /> within the existing urban growth boundary to meet the future housing needs of the <br /> projected population.2 <br /> <br /> The present amendment does not propose redesignation of lands'currently designated <br /> residential on the Metro Plan diagram. Because the land included within the proposed <br /> SAZ is Currently developed with a residential structure that has been converted to <br /> institutional use, it is not Considered "buildable land" currently available for residential <br /> development. The applicantnotes that the parcel was not identified as buildable in the <br /> 1999 Residential Lands Site Inventory. Furthermore, the Metro plan excludes lands <br /> owned by a public agency from meeting the definition of"Buildable Residential Land".3 <br /> At present; the property is owned by the City of Eugene. <br /> <br /> These findings demonstrate that the amendment will not impact the existing supply of <br /> buildable residentially designated land. Therefore, the proposed amendment meets the <br /> requirements of Goal 10. <br /> <br /> Goal 11- Public Facilities: To plan and develop a timely, orderly and efficient <br /> arrangement of public facilities and services to serve as a framework for urban and rural <br /> development. <br /> <br /> Goal 11 is implemented through the Eugene-Springfield Public Facilities Plan, a <br /> functional component of the Metro Plan. Kaufman Senior Center is currently served by <br /> public services, facilities and utilities. The proposed amendment will not impact the <br /> delivery of services to the land within the amendment boundary or lands surrounding the <br /> same. Based on these findings, the proposed amendment complies with Goal 11. <br /> <br /> Goal 12- TransPortation: To provide and encourage a safe, convenient and economic <br /> transportation system. <br /> <br /> The project site is served by Jefferson Street, a Minor Arterial, West 10t~ Avenue, a Local <br /> Street, and Broadway Alley. Access to the hoUSe is provided by a driveway on 10t~ <br /> Avenue; in addition, Broadway Alley provides access alon~g the rear property line. The " <br /> site is adequately served by transportation infrastructure. Buildable land includes both vacant land and developed land likely to be redeveloped. Lands <br />defined as unbuildable within the metro UGB are those within the floodway, land within easement of 230 KV power <br />lines, land within 75 feet of Class A stream or pond, land within 50 feet of Class B stream or pond, protected <br />wetlands and wetland mitigation sites in Eugene, and wetlands larger than 0.25 acres in Springfield. Publicly owned <br />land is generally not considered available for residential use.
