August 5, 2004 <br /> <br /> generates 100 triPs .or more per peak hour will reqUire a Traffic Impact.Analysis in <br /> compliance with EC 9.8650. <br /> <br /> Transportation Planning Rule (TPR) <br /> OAR 660-012-0060 states that land use changes that significantly affect a transportation <br /> facility shall require mitigation measures to address the anticipated impact. Specifically, <br /> 'the OAR states: <br /> <br /> (I) Amendments to functional plans, acknowledged comprehensive plans, and land use regUlations which <br /> significantly affect a transportation facility shall assure that allowed land uses are consistent with the <br /> iidentified function, capacity, and performance standards (e.g. level of service, volume to capacity ratio, <br /> etc.) of the facility. This sh'all be accomplished by either: <br /> (a) Limiting allowed land uses to be COnsistent with the planned function' capacity, and performance <br /> standards of the transportation facility; <br /> (b) Amending the T~P to provide transportation facilities adequate to support the proposed land uses <br /> consistent with the requirements of this division; <br /> (c) Altering land use designations, densities, or design requirements to reduce demand for <br /> automobile travel and meet travel needs through other modes; or <br /> (d) Amending the TSP to modify the P ~anned function, capacity and performance standat;ds, as <br /> needed, to accept greater motor vehicle congestion to promote mixed use, pedestrian friendly · <br /> development where multimodal travel choices are provided. <br /> <br /> (2) A plan or land use regUlation amendment significantly affects a transportation facility if it: <br /> (a) Changes the functional classification of an existing or planned transportation facility; <br /> (b) Changes standards implementing a functional classification system; <br /> (c) Allows types or levels of land uses which would result in levels of travel or access which <br /> are inconsistent with the functional classification ora transportation facility; or. <br /> (d) }Yould reduce the performance standards of the facility below the minimum acceptable <br /> level identified in the TSp. <br /> <br /> The proposed code amendment does not change the functional. classification of any <br /> transportation facility or standards implementing a functional clasSification system; thus <br /> subsections 2(a) and (b) do not apply. <br /> <br /> With regard to subsection 2(c), the proposed amendment will not allow the'types of travel <br /> or access to area streets that are inconsistent with their'functional classification. Table 1 <br /> below shows a comparison of trips generated by currently, existing, allowed, and proposed <br /> uses on the property. The trip generation rates are based on the Institute of Traffic <br /> Engineers Trip Generation Manual, 6th Edition. <br /> <br /> The information shown in Table 1 demonstrates that the highest potential trip generating <br /> use on the site is day care. If the building were dedicated fully to day care, the number of <br /> total trips' generated on the site (312) is well within the capacity of a medium volume' <br /> residential street (750 to 1,500 ADT), considering other land uses located on the same <br /> block of 10th Avenue. In addition, current zoning allows day care through a Conditional <br /> Use Permit. Other likely scenarios include partial office use and partial residential use, <br /> resulting in fewer than 100 daily trips, which does.not represent an increase in daily trips <br /> over the number estimated for the existing recreational community center use.
