The impacts of the proposed change on the <br /> performance standards are expected to be minimal based on existing trips generated by <br /> the existing uses, estimated future trips generated by uses allowed under the proposed <br /> zoning districts, and 'standards contained in the Lodal Street Plan. Therefore, subsection <br /> (1) of the TPR above, outlining potential mitigation measures, need not be addressed. <br /> <br /> Goal 13: Energy Conservation -To conserve energy. <br /> <br /> The proposed code amendment furthers the principles of energy efficiency by allowing <br /> for efficient reuse of land currently served by a full range of public facilities. Based on <br /> these findings, the proposed amendment complies with Goal 13. <br /> <br /> Goal 14: Urbanization - To provide for an orderly and efficient transition from rural to <br /> urban land uses. <br /> <br /> Goal 14 requires planned growth and coordination with affected agencies and service <br /> providers.
