(C)Degradetheperformanceofanexistingorplannedtransportationfacilitythatis <br />otherwiseprojectedtonotmeettheperformancestandardsidentifiedintheTSP <br />orcomprehensiveplan. <br />Theproposedamendmentsdonotchangethefunctionalclassificationofatransportation <br />facilityorchangethestandardsimplementingafunctionalclassificationsystem.Therefore,the <br />amendmentsdonothaveasignificanteffectunder(a)or(b).Inregardsto(c),thetypeof <br />developmentcurrentlypermittedthroughexistingcodeandzoningregulationswillchangewith <br />thecreationandapplicationofthenewE2MixedUseEmploymentzoneinWestEugeneand <br />theconvertingoftheI1CampusIndustrialzonetotheE1CampusEmploymentzoneinthree <br />areasofthecity. <br />Asdetailedinthefollowingfindings,thecityproposestoimposetripcapsonallofthe <br />propertiesthataresubjecttoacodeamendmentorzonechangethatwouldallowusesthat <br />wouldgeneratemoretrafficthaniscurrentlyallowedonthoseproperties.Specifically,thecity <br />proposestoimposetripcapsonallofthepropertieswherethecurrentlyalloweduseswillbe <br />expanded,eitherasaresultofthenewlynamedE1zoneorazonechangetoC2orE2.With <br />theproposedtripcapstrafficgeneratedfromthesubjectpropertiesafterthecode <br />amendmentsandzonechangescannotexceedtheamountoftrafficthatcouldbegenerated <br />fromthesepropertiespriortoadoptionofthecodeamendmentsandzonechanges. <br />WestEugene <br />TheanalysisforWestEugenecomparedthereasonableworstcasescenariotrafficgeneration <br />underexistingzoningtoreasonableworstcasescenariotrafficgenerationundertheproposed <br />zoning.TheareaisproposedtochangefromamixofCommercialzones(C1,SC,C2,andC4) <br />(I2andafewI3)toacombinationofC2zoningalongthecommercial <br />andIndustrialzones <br />corridorandE2zoninginthelightindustrialareas(seeAttachmentA).Todetermineifthe <br />proposedzoningwouldresultinmoretrafficgenerationthanthecurrentzoning,theanalysis <br />reasonableworstcasetrafficgenerationscenariofromtheInstituteofTraffic <br />appliedthe <br />Engineerstripgenerationmanual. <br />TheanalysisshowedthatthenumberofPMpeakhourtripsgeneratedbyreasonableworst <br />casescenariodevelopmentallowedundertheexistingzoningis4960trips.Thisaggregatetrip <br />generationnumberisderivedfromthereasonableworstcasescenariodevelopmentallowed <br />underthecurrentzoningofeachofthepropertieswithintheWestEugenestudyarea.In <br />comparison,thenumberofPMpeakhourtripsgeneratedbyreasonableworstcasescenario <br />developmentallowedundertheproposedzoningis5730trips. <br />Asameansofeliminatingthepotentialsignificanteffectoftheproposedcodeamendments <br />andzonechangesontheexistingandplannedtransportationfacilitieswithintheWestEugene <br />Studyareathecityproposestocapthenumberoftripsthatcanbegeneratedbytheproperties <br />withintheWestEugenestudyareaat4960trips. <br />ByimposingatripcaponthepropertieswithintheWestEugeneStudyareathataresubjectto <br />Findings5 <br />
