addressthepossibleimpactstotheRLSmediumdensityresidentiallandinventory.Thestudy <br />areaincludesseveralparcelsthatcouldhavebeenpartoftheRLS1999supplyofmedium <br />densityresidentiallands; <br />severallargerparcelsinthestudyareawereidentifiedintheRLSaspartofthe <br />mediumdensityresidentialsiteinventory(Subarea5,SouthwestEugene,sites51and <br />53through523),andofthose,approximately146buildableacresofthe1999RLS <br />mediumdensityresidentialsupplyareproposedforredesignationtolowdensity <br />residentialorcommercial <br />althoughnotmapped,somelotsinthestudyareamayhavebeenpartofthesmall <br />parcellandsupplywhichincludedallundevelopedwholetaxlotsorunderdeveloped <br />parcelsthatwerezonedordesignatedmediumdensityunderoneacrein1992,and <br />somestudyarealotsmayhavemettheRLSredevelopment/infillsupplycriteria. <br />The1999RLSidentifiedasurplusofresidentialacreageof1,862acres(consideringalow <br />demandassumption)orof790acres(consideringahighdemandassumption).Thisacreage <br />representsthoselandsthatweredesignatedasresidentiallands,beyondtheacreageneeded <br />toaccommodatetheprojected20yeardemand.TheGoal10findingssupportingthe <br />adoptionofthe/WQWaterQualityOverlayZonein2009indicatedthat,sincetheadoptionof <br />theRLS,EugeneandSpringfieldhadtakenvariousactionsthathaddecreasedtheamountof <br />surplusresidentialacreage,resultinginasurplusasof2009,ofeither1,250.33acres <br />(consideringalowdemandassumption)orof178.33acres(consideringahighdemand <br />assumption).Since2009,neitherEugenenorSpringfieldhasseenanyamendmentsthat <br />clearlyredesignatedmediumdensityresidentiallandintheRLSinventorylandtosomeother <br />designation;assuchthereisstillasurplusofmediumdensityresidentialland. <br />Therefore,redesignationof184acresofmediumdensityresidentialintheCrowRdStudy <br />AreaisconsistentwithGoal10. <br />Additionally,althoughnotadopted,theĐŝƚLJ͛ƐMarch2012EnvisionEugeneRecommendation <br />andinventoryestimatesthatthereisasurplusofmediumdensityresidentiallandforthenext <br />years.Thissurplusisonereasonthecityisproposingtoredesignatemediumdensityland <br />20 <br />tolowdensityresidential,acategoryinwhichadeficitisprojected. <br />GilhamRd: <br />This9.6acresitewasidentifiedintheRLSasaportionofalarger27acre,lowdensity <br />residentialinventorysite(Subarea3,Willakenzie,site33,)andsubsequentlydesignated <br />mediumdensityresidential.SinceitwasnotpartoftheRLSmediumdensityresidential <br />inventory,redesignationtolowdensityresidentialdoesnotimpacttheRLSinventoryandis <br />consistentwithGoal10. <br />IrvingRd/Eagles: <br />ThissitewasnotidentifiedaspartoftheRLSsincealthoughitwaszonedR1,itwasnotin <br />vacant,agriculturalortimberuse;thereforethisredesignationdoesnotreducetheRLS <br />inventoryandisconsistentwithGoal10. <br />Findings8 <br />
