Metropolitan Wastewater Management Commission

Capital Improvements Program

rehabilitation, conveyance/pumping improvements and wastewater treatment plant upgrades).
Data collected during rainfall will be used to update the collection system'hydraulic model and
evaluate system performance.

Dry winters have delayed collection of adequate flow data for the basis of the WWFMP update.
City of Eugene and City of Springfield staffwill be developing a scope for the project. At this
time, we expect to start the update in FY 06-07.

Willakenzie Pump Station Expansion (related to Influent Pumping Solution)
FY 06-07 Capital Budget = $7,213,000
Expected Cash Flow: * FY 06-07 = $3,000,000 FY 07-08 = $4,213,000

The Willakenzie pump station project must be coordinated with the influent pumping project and
should be under the same consultant contract. DEQ pumping redundancy requirements will need
to be reviewed by the design consultant/team and MWMC as the project develops. The 2004
MWMC Facilities Plan has committed to increasing the capacity of the Willakenzie pump station
from 80 mgd to 135 mgd.

A combined Willakenzie Pump Stationllnfluent PumpinglHeadworks Expansion project is being
planned and an RFP for the engineering work is expected to be advertised in late FY 05-06, with
design to be completed in FY 06-07.

Influent Pumping Improvements- (Screw Pump Station Expansion or Alternative Solution)
FY 06-07 Capital Budget = $1,879,000
Expected Cash Flow: * FY 06-07 = $879,000 FY 07-08 = $1,000,000

Three or more influent pumping alternatives/solutions will need to be evaluated by a consulting
firm during the MWMC pre-design phase of this project. The 2004 MWMC Facilities Plan
adopted plans for an upgrade to the screw pump station by adding a fifth pump to increase the
capacity from 84 mgd to 99 mgd. The total influent pumping capacity of all directly connected
pump stations and gravity pipes is estimated at 277 mgd for peak wet weather flow. DEQ
pumping redundancy requirements will need to be reviewed by the design consultant/team and
MWMC as the project develops. This project needs to be coordinated with other pump station
improvements that have a direct connection to the WPCF (example - Willakenzie Pump Station
Expansion).

A combined Willakenzie Pump Stationllnfluent PumpinglHeadworks Expansion project is being
planned and an RFP for the engineering work is expected to be advertised in late FY 05-06, with
design to be completed in FY 06-07.

Page 29

PROPOSED FY 06-07 BUDGET AND CIP
