City of Eugene - dohansen-Moody House Page 2 <br />Code Amendment/Zone Change: Creation of Historic Special Area Zone <br />.Satre Associates, P.C September 17, 2004 <br /> <br />The house is named the Johansen-Moody House after the original owner, Neils Johansen, and his <br />step daughter, Laura Anderson Moody, who lived in it from its construction in 1901 until her death <br />in 1976. <br /> <br />This Special Area Zone application contains a description of'site characteristics (Section II), a <br />description of the requested land use action (Section III), property and application information <br />(Section IV), and proposed findings of compliance with applicable approval criteria (Section V). <br />The goal of the application is to create a special zoning district for the site that will enable ongoing <br />preservation of the building and property, along with use as an antique store and tea room. <br /> <br />II. Site Conditions <br /> <br />A. Tax Lot <br /> The tax lot involved is Lane County Assessor's Map 17-04-25-21, Tax Lot 7404. A tax lot <br /> map is enclosed as Attachment B. A deed and legal description of the property are included <br /> as Attachments C and D, respectively. <br /> <br />B. Site Context <br /> The house sits on the west side of River Road, roughly two blocks north of the Chambers <br /> Connector, south of Briarcliff Avenue. The property is part of the River Road neighborhood, <br /> which is characterized by a mix of commercial uses along arterial roads and residential uses <br /> along local and collector roads. <br /> <br /> River Road is a major arterial that has been widened several times over the years. The <br /> original homesteads date to the early 1900' s. Historically, the area was farmed, primarily for <br /> alfalfa. The Johansen-Moody house was built in 1901 and sits on a .20 acre lot. It is setback <br /> from the current roadway approximately 75 feet. The context has changed such that the <br /> immediate surroundings are now characterized by a mix of historic homes, newer homes, and <br /> urban commercial uses. This property is part of a cluster of three homes that have been <br /> recognized in the immediate vicinity for their significance in the development of the lower <br /> River Road area along with the Elgaard House at 390 River Road and the Potter house at 405 <br /> River Road. The Bmner House and Country Manor on Fir Lane are also located nearby. <br /> <br /> III. Land Use Request <br /> <br /> The Land Use Code allows creation of Special Area Zones (SAZ's) to protect historic structures, <br /> stating "Application of the S Special zone to a lot containing a specific building, structure, object, <br /> site, or archeological resource that qualifies as an historic landmark will ensure that permitted uses <br /> encourage preservation of historic qualities" (9.3000, page 9-121). <br /> <br /> The Special Area Zone proposed recognizes the particular circumstances of the Johansen-Moody <br /> House.
