September ] 7, 2004 <br /> <br />Historic Johansen-Moody House Special Area Zone (S-HJM) <br />The proposed Johansen-Moody House Special Area Zone contains the following sections: <br />purpose, siting requirements, land use and permit requirements, development standards, and <br />adjustment review criteria. It describes the historic status of the property and the process <br />required for alteration review. Allowed uses include residential, office, certain low impact <br />commercial uses such as professional offices and specialty retail, and accessory uses (see <br />Attachment E). <br /> <br />Uses listed are intended to reflect those that would be considered compatible with the <br />surrounding neighborhood, and that would comply with policy direction found in the Metro Plan <br />and River Road/Santa Clara Urban Facilities Plan. In particular, the River Road plan contains <br />the following language related to the area within which the subject property is located: <br /> <br /> River Road/Railroad Boulevard Sub-area Recommendations (Page 2-24) <br /> 4. Maintain the existing land use patterns until completion of the Chambers Connector. <br /> The effects of the Chambers connector and related road improvements on the immediate <br /> area should be examined upon completion of final design and right of way acquisition <br /> and any appropriate changes adopted. <br /> <br />The increase mount of traffic on River Road has changed the rural residential character of the <br />area. A more appropriate use for the site is small scale commercial, such as the uses proposed in <br />this application. Support for these types of uses was expressed by a neighborhood organization <br />representative during the Historic Review Board hearing. <br /> <br />IV.
