In FY03, the average dropped to 87.80% with a low of 56.52% (Valley River Station)
and a high of 93.69% (Whiteaker Station). Valley River Station's reliability decreased because it
is currently only staffed by a medic unit. Excluding Valley River Station, the overall average is
89.96% for FY03. Data for FY04 shows a similar pattern to that of FY02.
At first glance it seems counterintuitive that reliability at Sheldon Station would increase in
FY03 because it is covering more of Valley River Station's area. At the time the Valley River
engine was reassigned to Santa Clara, the department began an automatic move-up policy any
time the Sheldon engine was out of quarters. This has increased reliability at Sheldon Station but

72
