<br />would remove all of the c~ 1 zoning for the area identified as Potential Node 5-C in TransPlan. <br /> <br />Transportation Element <br /> <br />Require improvements that encourage transit. bicycles, and pedestrians in new <br />commercial, public, mixed use, and multi-unit residential development. (Policy F 4) <br /> <br />This policy directs the City to require improvements of new development. The City has adopted <br />land use regulations to implement this policy. Those regulations wi 11 apply at the time of the site's <br />development. As such, the policy is not applicable to this request. <br /> <br />Address the mobility and safety needs of motorists, transit users, bicyclists, pedestrians and <br />the needs of emergency vehicles when planning and constructing roadway system <br />improvements, (Policy F. ] 4) <br /> <br />As described in TransPlan, the intent ofthis policy is to support the design and construction of <br />systems and facilities that accommodate multiple modes, It also supports consideration of the needs <br />of emergency vehicles in the design and construction of system improvements, The applicant is <br />proposing an enhanced pedestrian cOlmection across Green Lane which would facilitate safe <br />pedestrian traffic to and from the site at Green Lane. Tbe findings and approval condition trom EC <br />9.7730(3)(a), specifkally those under Statewide Planning Goal 12 are incorporated herein by <br />reference as demonstration of consistency with this policy. <br /> <br />Provide for a pedestrian environment that is lfeU integrated with aC/jacent land uses and is <br />designed to enhance the safety, comfort, and convenience of\l'(.dking. (Policy F.26) <br /> <br />Again, the applicant is proposing an enhanced pedestrian connection across Green Lane which <br />would facilitate safe pedestrian traffic to and from the site at Green Lane, The applicant is also <br />proposing enhanced pedestrian amenities (in conjunction with the required pedestrian circulation) <br />throughout the site, <br /> <br />Public Facilities and Services Element <br /> <br />Extend the minimum level andfull range (~fkey urbanfacilities and services in an orderly <br />and efjicient manner consistent with the growth management policies in Chapter II-C, <br />relevant policies in this chapter, and other Met!J) Plan policies (Policy Gl) <br /> <br />At the time of annexation the proposal for almexation was found to be consistent with the <br />acknowledged comprehensive plan and established that key urban facilities were either available to <br />the subject property or could be provided in a timely manner, consistent '.vith this policy. <br /> <br />In summary, regarding EC 9.7730(3)(b), the proposed amendments do not comply with all of the <br />Metro Plan policies, specifically the policies regarding the Residential Land Use and Housing <br />Element (AIO, A.ll, A12, A13, A22, A.23) and the Economic Element (B.6), and therefore <br />would make the Metro Plan internally inconsistent. <br /> <br />Staff Findings - October 8, 2007 <br />Page 17 <br />
