<br />lmproved Streets/ Transportation <br />The project area is currently served by River Road, Hunsaker Lane and GreenLane. River Road <br />is a fully improved public street and is designated as a major arterial on the "Eugene Street <br />Classification Map." Hunsaker Lane is a partially improved county road and is designated as a <br />major collector on the "Eugene Street Classification Map." Green Lane is a partially improved <br />city road and is designated as a neighborhood street. The applicant proposes to take primary <br />access off Hunsaker Lane and to minimize access on River Road. It is anticipated that Green <br />Lane would be used for secondary access. Upon development of the subject site, the section of <br />Hunsaker Lane will be developed to City standards. Pedestrian and bicycle facilities will be <br />included as necessary to meet the City's adopted standards. <br /> <br />In the section of tlus statement addressing Statewide Planning Goal 12 -- "Transportation" there <br />are additional findings regarding public facilities and services, and those discussions are hereby <br />referenced and incorporated. <br /> <br />Storm Water Control <br />Storm water facilities will be designed during the site planning process to meet City of Eugene <br />objectives; including optimizing the use of on-site detention within the development site to <br />detain and infiltrate runoff. There are currently three storm sewer lines that could service the <br />subject site; a 24" and 21" line witlUn River Road (City operated sysrem) wrnch are full, and a <br />24" line witrnn Hunsaker Lane (Lane County operated system) which is nearly full. The <br />applicant will provide a stormwater analysis that will determine the feasibility of using either of <br />the piped systems and the necessary storm water improvements at the time of development per <br />Eugene Code standards. <br /> <br />Given the above evidence, the City can find that the proposal IS consistent with Statewide <br />Planning Goal 11 - "Public Facilities and Services." <br /> <br />Goal 12 - Tran,yportation: To provide and encourage a safe, convenient and economic <br />transportation system. <br /> <br />Response: <br />Goal 12 is implemented through the "Transportation Plmming Rule," OAR Division 12, 660- <br />012-0000 et. seq., (TPR). The Eugene-Springfield Metropolitan Area Transportation Plan <br />(TransPlan) provides the regional policy frmnework-through ,vhich the TPR is enacted at the <br />local level. TransPlan was acknowledged for compliance with 00a112 in 2001. <br /> <br />Plan amendments and land use regulation mnendments are regulated under OAR 660-012-0060. <br />If an mnendment significantly affects a transportation facility, a local government must provide a <br />form of mitigation. 660-012-0060(1) states: <br /> <br />"A plan or land use regulation amendment significantly affects a transportation facility ~l <br />it would: <br /> <br />(a) Change the functional classification of an existing or planned transportation facility <br />(exclusive of correction of map errors in an adopted plan); <br /> <br />Santa Clara - Metro Plan Amendment Application <br />Written Statement ~ August 2, 2007 <br /> <br />Page 17 of32 <br />
