<br />(b) Change standard., implementing afimctional classification system; or <br /> <br />(c) As measured at the end qf"the planning period identified in the adopted transportation <br />.~ystem plan: <br /> <br />(A) Allow land uses or levels of development that would result in types or levels of <br />travel or access that are inconsistent with the functional classification of an <br />exLf>ting or planned transportation facility; <br /> <br />(B) Reduce the performance of an existing or planned transportation facility <br />below the minimum acceptable performance standard ident~fied in the ISP or <br />comprehensive plan; or <br /> <br />(C) Worsen the pel:formance of an existing or planned transportation facility that <br />is otherwise pn~iected to perform below the minimum acceptable peJiormance <br />standard identified in the TSP or comprehensive plan. " <br /> <br />With regard to OAR 660-012-0060(1)(a) and (b), the proposed plan amendments would not <br />change the functional classification of any transportation facility, nor would they change the <br />standards for implementing a functional classification system. 1berefore, no facilities are <br />significantly affected under these definitions. <br /> <br />With regard to OAR660-012-0060(1)(c)(A), the proposed plan amendments would not allow <br />types or levels of uses which would result in levels of travel or access which are inconsistent <br />with the functional classification of a transportation facility. The policies of the City (~l Eugene <br />Municipal Code, "Chapter 9: Land Use," and the TransPlan establish the requested plan <br />designation as appropriate to the classification of the streets serving the site. Specific <br />requirements for access to those streets will be determined through Site Plan reviews and <br />approved only upon demonstration of compliance with the provisions of the acknowledged <br />comprehensive and implementing regulations. Therefore, no facilities are significantly affected <br />under this definition. <br /> <br />With regard to OAR 660-012-0060(1)(c)(B) and (C), a Traffic Impact Analysis (TIA) evaluating <br />the performance of existing and planned facilities as a result of the development proposed by this <br />application has been performed. That TIA is submitted concurrently with this plan amendment <br />(Attachment 1) and the findings of that analysis are hereby incorporated by reference. <br /> <br />Impact Analysis: <br />With regard to OAR 660-012-0060(1)(c)(B), although the River Road at Green Lane <br />intersection, a facility within the scope of the study, is projected to operate below the <br />performance standard in the plan year, it will not do so as a result of the proposed PAPA. It is <br />projected to operate below the performance standard in the plan year regardless of the proposal <br />under review.
