TIlerefore, potential impacts <br />under OAR 660-012-0060(l)(c)(B) and (C) are avoided. <br /> <br />Conclusion: <br />Pursuant to OAR 660-0 12-0060( 1), the proposed PAPA significantly affects a transportation <br />facility \vithin the scope of the analysis. The TIA determined that, should the City choose to <br />invoke OAR 660-012-0060(3), the circumstances of the impact preclude the need for mitigation <br />under the requirements of that section. Nonetheless, certain minor improvements are proposed as <br />conditions of approvaL The TIA has detelmined that, with the proposed conditions in place, the <br />PAPA has no significant effect under the criteria of OAR 660-012-0060(1). By requiring <br />conditions of development to address OAR 660-012-0060(1) and (3), the City may approve the <br />PAPA in compliance with OAR 660-012-0060. The City can find that the proposed amendments <br />are consistent with Statewide Plalming Goal 12. <br /> <br />Goal 13 - Energy Conservation: To conserve energy. Land and uses developed on the land <br />shall be managed and controlled so as to maximize the conservation of all /iJrms of energy, <br />based upon sound economic principles. <br /> <br />Response: <br />The purpose of this amendment application is to re-designate land on the subject site to: 1) re- <br />designate the land currently designated for Low Density Residential to Commercial; 2) and re- <br />designate the Commercial land, south of Green Lane, on the subject site to Medium Density <br />Residential. <br /> <br />The Metro Plan is an acknowledged plan by the Oregon Department of Land Conservation and <br />Development. Therefore, the Metro Plan is currently consistent with the provisions of Statewide <br />Planning Goal 13. The City of Eugene adopted the Metro Plan updates (Ordinance No. 20319) <br />on April 21, 2004. This application does not amend allY component of the Metro Plan that is <br />related to Goal 13 as adopted by Eugene City council on April 21, 2004. Therefore, this PAPA <br />application is consistent with the Metro Plan and Statewide Planning Goal 13. <br /> <br />For the reasons cited, the amendment is consistent with Statewide Planning Ooal13. <br /> <br />Goal 14 - Urbanization: To provide for an orderly and efficient transition from rural to urban <br />land use. <br /> <br />Response: <br />All of the parcels affected by this application are currently within the Urban Growth Boundary <br />and are annexed into the City of Eugene. The annexation was made in compliance with an <br />acknowledged comprehensive plan and implementing ordinances, and established the availability <br />of urban facilities and services.
