Therefore, this goal is not <br />relevant and the amendment will not affect compliance \-vith Goal 15. <br /> <br />Goal 16 through 19: (Estuarine Resources, Coastal Shoreland'>, Beaches and Dunes, and Ocean <br />Resources): <br /> <br />Response: <br />There are no coastal, ocean, estuarine, or beach and dune resources related to the property or <br />involved in the amendment. Therefore, these goals are not relevant and the amendment will not <br />afIect compliance with Goals 16 through 19. <br /> <br />EC 9.7730(3)(b) Adoption of tlte amendment must not make the A--fetro Plan internally <br />inconsistent. <br /> <br />Growth Management <br /> <br />Metro Plan, Policy 1. The UGB and sequential development shall continue to be implemented as <br />an essential means to achieve compact urban groyt'th. The provision of all urban services shall <br />be concentrated inside the UGB. <br /> <br />Response: <br />As detailed in the response to Statewide Goal 11 (above) urban services are available to the <br />subject propelty and the property is within the Eugene portion of the metropolitan UGH and <br />within the incorporated City limits. As such, the subject property is providing for compact urban <br />growth and has the essential services available for development. As defIned in the glossary of <br />the Metro Plan compact urban gro'wth is defined as: <br /> <br />The filling in of vacant and underutilized lands in the UGB. as well as redevelopment <br />inside the UGB. <br /> <br />The amendments will allow compact urban gro\\'th to occur on lands that are currently within the <br />UGH and underutilized for an urban area. The redevelopment of the site will provide needed <br />commercial employment opportunities and also provide medium density residential <br />development. As such the proposed amendments support this policy. <br /> <br />Metro Plan. Policy 24.
