<br />IV. ])ROPOSED USE <br /> <br />A. General Project Information <br /> <br />Contingent on approval of the current application and other applications as required, the <br />applicant is preparing to submit applications to build a mixed-use center on the subject site to be <br />developed as a Planned Unit Development. <br /> <br />n. Specific Proposal Information <br /> <br />The Eugene-Springfield Metropolitan Area General Plan (Metro Plan) currently applies <br />Commercial and Low Density Residential designation to the subject site. The River Road/Santa <br />Clara Urban Facilities Plan applies Public Land and Commercial designation to the subject site. <br />The Eugene Zoning Map applies R-l, Low-Density Residential; C-I, Neighborhood <br />Commercial; C-2, Community Commercial zoning to the subject site. <br /> <br />In preparation for development of a mixed-use center, the applicant proposes amending the <br />Metro Plan Diagram and River Road/Santa Clara Urban Facilities Plan Diagram to reapportion <br />the existing commercial designation, to remove the Low Density Residential Designation and to <br />add Medium Density Residential designation to the subject site. In addition, changes to the <br />zoning on the subject site to R-2, Medium Density Residential and C-2, Community Commercial <br />are proposed. Maps showing the existing River Road/Santa Clara Urban Facilities Plan Diagram <br />designations and the proposed River Road/Santa Clara Urban Facilities Plan Diagram <br />designations are attached to this application packet as Exhibits E.I, E.2 and E.3. <br /> <br />The refinement plan amendment proposes diagram and text amendments. It is site-specific and <br />does not affect any other parts of the River Road/Santa Clara Urban Facilities Plan. No change is <br />required to the remainder of the refinement plan. <br /> <br />In a separate application the applicant is proposing a Metro Plan amendment that is site-specific <br />and amends the Metro Plan diagram, no texi amendments are proposed for the Metro Plan. The <br />amendments to the Metro Plan are intended to generate conformity with the proposed River <br />Road/ Santa Clara Urban Facility Plan amendment herein.
