<br />vide the direction needed to fund implementation of the land use, demand management, <br />and system improvement policies. <br /> <br />Although not required by the Transportation Planning Rule when the TransPlan update <br />was initiated in 1992, the revised TransPlan is designed to serve as an integrated trans- <br />portation and land use plan. As a result, the evaluation and selection of transportation <br />system plan alternatives included land use measures as well as transportation demand <br />management strategies and transportation system improvements. Based on direction <br />from the elected officials in 1997, the revised TransPlan is based on the "Equal Empha- <br />sis" alternative, using all three of these fundamental components of transportation plan- <br />ning in a balanced and integrated manner to address the identified transportation needs of <br />the planning area. The goals and policies in the revised TransPlan are also proposed for <br />adoption as the Metro Plan transportation goals and policies. The fmance component of <br />the revised TransPlan includes Financially Constrained 20- Year Capital Investment Ac- <br />tions project lists. Where supported by the needs analysis conducted for this update of <br />the plan, projects from the 1986 TransPlan are included in the revisions to the TransPlan <br />and adopted and incorporated by policy into the Metro Plan. A revised Metro Plan <br />Transportation element and related amendments to the Metro Plan text will be adopted <br />concurrent with the adoption of TransPlan. <br /> <br />Findings of consistency with the applicable sections of the Transportation Planning Rule <br />found in Section II of this document are incorporated here by this reference and further <br />establish consistency with Goal 12. Therefore, the revisions to TransPlan and the Metro <br />Plan amendments comply with Goal 12. ' <br /> <br />Goall3-Energy Conservation: To conserve energy. <br /> <br />The proposals to adopt revisions to TransPlan and amend the Metro Plan text will pro- <br />mote more compact development, will encourage the use of alternate modes of travel and <br />will provide a transportation system designed to increase the efficiency of travel wherever <br />possible. Therefore, the revisions to TransPlan and the Metro Plan amendments comply <br />with Goal 13. <br /> <br />Goall4-Urbanization: To provide for an orderly and efficient transition from rural to <br />urban land use. <br /> <br />The proposals to adopt revisions to TransPlan and amend the Metro Plan text preserve the <br />distinction between urban and rural uses through the development of policies and pro- <br />grams that provide for more efficient urban uses within the urban growth boundary <br />(UGB), thus preserving rural lands for rural uses. Those projects located on rural lands <br />outside the UGB are permitted by the Transportation Planning Rule. The revised Trans- <br />Plan was developed to keep the urban transportation system viable, to anticipate future <br />needs and to address those needs within the financial constraints of the Plan.
