Therefore, the revisions to TransPlan and the Metro Plan amendments <br />comply with Goal 14. <br /> <br />Goal 15-Willamette River Greenway: To protect, conserve, enhance and maintain the <br />natural, scenic, historical, agricultural, economic and recreational qualities of lands <br />along the Willamette River as the WiUamette River Greenway. <br /> <br />The revisions to TransPlan and amendments to Metro Plan text protect and maintain the <br />scenic, historical, agricultural, economic and recreational qualities of lands along the <br />Willamette River. The proposals to adopt revisions to TransPlan and amend the Metro <br />Plan text will not affect Metro Plan compliance with Goal 15. At the time the 1986 <br />TransPlan was adopted, a new policy 13 was added to the Metro Plan Willamette River <br />Greenway River Corridors and Waterways Element to state that the taking of an excep- <br />tion shall be required if a non-water dependent transportation facility requires placing of <br />fill within the Willamette River Greenway. The widening of Beltline, River Road to <br />Delta Highway (Project 506) including widening or replacement of the Willamette River <br />bridges on Belt1ine, acknowledged as part of the 1986 TransPlan (as Project 201), is sub- ' <br />ject to that policy. All TransPlan projects will meet applicable Willamette Greenway <br />protection measures. Therefore, the revisions to TransPlan and the Metro Plan amend- <br />ments comply with Goal 15 <br /> <br />Goals 16-19: <br /> <br />There are no estuarine resources, coastal shorelands, beaches and dunes or ocean re- <br />sources located within the Metro Plan boundary. Therefore, these goals are not applica- <br />ble. <br /> <br />Conclusion: <br /> <br />'. <br /> <br />Based on the above findings and supporting nlaterial in the record, we fmd that the pro- <br />posed revisions to TransPlan and amendments to the Metro Plan text are consistent with <br />the statewide planning goals. <br /> <br />II. FINDINGS OF CONSISTENCY WITH THE STATE TRANSPORTATION <br />PLANNING RULE, OAR 660, DIVISION 12 <br /> <br />OAR 660-012-0015 Preparation and Coordination of Transportation System Plans <br /> <br />OAR 660-012-0015(2): MPOs and counties shall prepare and amend regional TSPs <br />in compliance with this division.
