<br />TSPs. <br /> <br />The revised TransPlan constitutes a regional TSP, addressing the transportation needs of <br />Eugene, Springfield and the unincorporated area of Lane County within the Metro Plan <br />boundary. The revised TransPlan is based on and specifically refers to the needs analysis <br />in the Oregon Transportation Plan (OTP) and state plans formulated to implement the <br />OTP, including the Oregon Highway Plan and the Oregon Bicycle and Pedestrian Plan. <br />ODOT staff participated in the staff committees developing technical analysis and re- <br />sponses to identified needs on the state and local transportation system. The specific <br />goals of the revised TransPlan are intended toaddress the regional and state transporta- <br />tion needs. <br /> <br />OAR 660-012-0030(3): Within urban growth boundaries, the determination of <br />local and regional transportation needs shall be based upon: <br /> <br />(a) Population and employment forecasts and distributions which are consistent <br />with the acknowledged comprehensive plan, including those policies which <br />implement Goal 14, including Goal 14's requirement to encourage urban de- <br />velopment on urban lands prior to conversion of urbanizable lands. Fore- <br />casts and distributions shall be for 20 years and, if desired, for longer peri- <br />ods; <br /> <br />The revisions to TransPlan recognize the region's population growth as a primary trend <br />driving the regions' transportation needs. Population and employment forecasts devel- <br />oped by the Lane Council of Governments for the 20-year planning period have been <br />used for both TransPlan and Metro Plan'periodi~-review. The revised TransPlan forecasts <br />and projects growth in employment and population based on past trends and other factors. <br />Those trends reveal that the Eugene-Springfield metropolitan area population has in- <br />creased by 30% in the last 20 years, and is expected to increase by an additional 43% <br />during the next 15 years. As the revisions to TransPlan explain, during the last 25 years, <br />growth through the region has been relatively compact, due in large part to the Metro <br />Plan requirement for annexation and provision of public facilities prior to development. <br />The revised TransPlan population and employment distributions rely on and are consis- <br />tent with the Metro Plan population and employment forecasts. <br /> <br />(b) Measures adopted pursuant to OAlf660-012-0045 to encourage reduced reli- <br />ance on the automobile. <br /> <br />Policies and recommended land use regulation j.mplementation measures included in the <br />revised TransPlan and Metro Plan text amendments are designed to reduce reliance on the <br />automobile. Revised TransPlan Chapter 3, Part 4 includes recommended action to im- <br />plement various transportation-related land use policies. Chapter 3, Part 4 also provides a <br />nodal development and integrated land use transportation plan development schedule in- <br />corporating recommendations to provide guidance to Eugene-Springfield metropolitan <br /> <br />Exhibit C <br />Findings in Support of the Adoption of TransPlan <br /> <br />27 <br />
