TransPlan Appendix G is a copy of LCDC Order 01- <br />LCDC-024. <br /> <br />OAR 660-012-0030(4): In MPO areas, calculation of local and regional transporta- <br />tion needs also shall be based upon accomplishment of the requirement in OAR 660- <br />012-0035(4) to reduce reliance on the automobile. <br /> <br />Goal One of the revised TransPlan is to "Provide an integrated transportation land use <br />system that supports choices in modes of travel and development patterns that will reduce <br />reliance on the auto and enhance lIvability, economic opportunity, and the quality of life." <br />(Emphasis added). In assessing the region's transportation needs, the importance of re- <br />ducing reliance on the automobile is given significant emphasis. The list of transporta- <br />tion projects and the modification of land use patterns was specifically developed with <br />the purpose of reducing reliance on the automobile. The Regional Travel Forecast Model <br />uses assumptions consistent with 660-012-060(5)(a) when modeling travel behavior from <br />the nodal development areas proposed in the land use strategy for the plan. As demon- <br />strated in the findings related to compliance with OAR 660-012-0035, the revised Trans- <br />Plan gives thorough consideration to the requirements related to reducing reliance on the <br />automobile. <br /> <br />OAR 660-012-0035(1): The TSP shall be based upon evaluation of potential impacts <br />of system alternatives that can reasonably be expected to meet the identified trans- <br />portation needs in a safe manner and at a reasonable cost with available technology. <br />The following shall be evaluated as components of system alternatives: <br /> <br />(a) <br />(b) <br /> <br />, . <br /> <br />improvements to existing facilities or services; <br />new facilities and services, including different modes or combinations <br />of modes that could reasonably meet identified transportation needs; <br />Transportation system management measures; <br />Demand management measures; and <br />A no-build system alternative. <br /> <br />(c) <br />(d) <br />(e) <br /> <br />The TransPlan update process involved eval~tion of numerous system alternatives to <br />determine how the region's transportation needs P9!lld be most effectively met. Trans- <br />Plan Appendix C, TransPlan Update Process Uocumentation, outlines each of the alter- <br />native "concepts" evaluated. Concept 1, the "Base Case," was a "no build" alternative that <br />included strategies that were essentially an extension of current transportation and land <br />use conditions and trends. Concept #2, the "Demand Management Emphasis," contained <br />higher levels of demand management strategies and lower levels of land use and system <br />improvement strategies. Concept #3, the "Land Use Emphasis," contained higher levels <br />of land use strategies and lower levels of demand management and system improvement <br />strategies.
