<br />uses or other means. <br /> <br />Under the 2015 Financially Constrained TransPlan scenario, auto trip lengths are pro- <br />jected to decrease from 3.7 miles under existing conditions to 3~6 miles. <br /> <br />OAR 660-012-0035(7): Regional and local TSPs shall include interim benchmarks to <br />assure satisfactory progress towards meeting the requirements of this section at five <br />year intervals over the planning period. MPOs and local governments shall evalu- <br />ate progress in meeting interim benchmarks at five year intervals from adoption of <br />the regional and local TSPs. Where interim benchmarks are not met, the relevant <br />TSP shall be amended to include new or additional efforts adequate to meet the re- <br />quirements of this section. <br /> <br />Table 7 of TransPlan Chapter 4, Part 3 provides 2005 and 2010 interim benchmarks for <br />the six performance measures comprising the LCDC-approved alternative standard. <br /> <br />OAR 660-012-0035(10):Transportation uses or improvements listed in OAR <br />660-012-0065(3)(d) to (g) and (0) and located in an urban fringe may be included in . <br />a TSP only if the improvement project identified in the Transportation System Plan <br />as described in section (11) of this rule, will not significantly reduce peak hour travel <br />time for the route as determined pursuant to section (10) of this rule, or the jurisdic- <br />tion determines that the following alternatives can not reasonably satisfy the pur- <br />pose of the improvement project: <br /> <br />(a) Improvements to transportation facilities and services within the urban <br />growth boundary; <br />(b) Transportation system management~easures that do not significantly in- <br />crease capacity; or <br />(c) Transportation demand management measures. The jurisdiction needs only <br />to cdnsider alternatives that are safe and effective, consistent with applicable <br />standards and that can be implemented at a reasonable cost using available <br />technology. <br /> <br />Projects on the revised TransPlan Financially Constrained 20- Year Capital Investment <br />Actions project lists that may include construction in the urban fringe are not expected to <br />significantly reduce peak hour travel time for tl;le route. These projects are required be-, <br />cause improvements within the urban growth boundary and within city limits will not ac- <br />complish the same results. These projects ate included as a part of the planned transpor- <br />tation projects because they are needed to serve areas adjacent to the UGB, such as the <br />Eugene Airport. <br /> <br />The term "urban fringe" refers to the area 5 miles beyond the Eugene-Springfield UGB. <br />"Significantly reduce" is defined elsewhere in the rule to mean a reduction of more than <br />15% from current conditions.
