<br />TransPlan are not subject to this provision because they are authorized by provisions of <br />OAR 660-012-0065 other than (3)(d) to (g) and (0). However, projects 66 (Jasper Road <br />Extension), 297 (Bloomberg Connector), and 486 (Greenhill Road, north airport bound- <br />ary to Airport Road) do require an evaluation of travel time because, wholly or partially, <br />they are realignments authorized by OAR 660-012-0065(3)(d). <br /> <br />Project 66 includes a short realignment of Jasper Road (the edge of the Springfield UGB) <br />to join the new Jasper Road Extension (wholly contained within the Springfield UGB). <br />The current travel time for this 1000 foot segment is about 13 seconds. The realigned <br />segment will be more than 1500 feet long; therefore travel time for this particular stretch <br />of road will increase by several seconds. <br /> <br />Project 297 will realign an existing segment of McVay Highway to form a new intersec- <br />tion with 30th Avenue and Eldon Schafer Drive. The purpose of this project is to im- <br />prove the operations of the I-5/3Oth Avenue interchange ramp, where a.m. peak hour traf- <br />fic often backs onto the southbound freeway travel lanes. Under normal conditions travel <br />time for the 1700 foot stretch of McVay Highway between Bloomberg Road and 30th <br />Avenue is on the order of 20 seconds, however when classes are in session at Lane <br />Community College congestion can lead to delays of a minute or more as vehicles must <br />negotiate the intersection at 30th Avenue, weave across a lane of traffic, and turn left onto <br />Eldon Schafer Drive. The new alignment will actually lengthen the segment between <br />Bloomberg Road and 30th Avenue to about 2000 feet, theoretically increasing travel time <br />by a second or two. However, the real effect of consolidating these two intersections will <br />help bring the 30th Avenue interchange closer to the Interchange Access Management <br />Area Spacing Standards for Approaches in the Oregon Highway Plan. It will also set the <br />stage for future project 257, the eventual reconstruction of the I-5/30th Avenue inter- <br />change~ <br /> <br />Project 486 will realign part of Greenhill Road near the Eugene Airport. The segment of <br />the road between Fiddler's Green Golf Course and Airport Road needs to be moved about <br />2000 feet east in order to correct an existing air safety problem at the east end of cross <br />runway 3-21, and to prepare for the eventual construction of a new parallel runway east <br />of Greenhill Road. The net effect will be to increase travel time for users of Greenhill <br />Road by about 25 seconds. <br /> <br />OAR 660-012-0040: Transportation Financing Program <br /> <br />OAR 660-012-0040(1): For areas within an urban growth boundary containing a <br />population greater than 2,500 persons, the TSP shall include a transportation <br />financing program. <br /> <br />The revised TransPlan Finance Policies in Chapter 2 identify and explain the fmancial <br />policies that guide the development and allocation of funding for transportation services, <br />facilities and projects.
