<br />the specific details of the transportation financing program as described further below. <br /> <br />OAR 660-012-0040(2): A transportation financing program shall include the items <br />listed in (a)-(d): <br /> <br />(a) A list of planned transportation facilities and major improvements; <br />(b) A general estimate of the timing for planned transportation facilities and ma- <br />jor improvements; <br />(c) A determination of rough cost estimates for the transportation facilities and <br />major improvements identified in the TSP; and <br /> <br />The revised TransPlan Capital Investment Actions are illustrated in Chapter 3, Tables la, <br />2 and 3a, that detail the 20- Y ear Financially Constrained project lists for Roadway Proj- <br />ects, Transit Projects and Bicycle Projects. These tables list the planned transportation <br />facilities and major improvements within each of these categories; provide an estimate of <br />the timing of each project, and provide a rough estimate of the costs for each project. The <br />planning cost estimates consider the type and scope of each proposed improvement. <br />They are rough estimates, not based on precise engineering estimates, but rather planning' <br />estimates to assist in determining financial impacts. Most bicycle improvement projects <br />show a $0 for the rough cost estimate. Many projects which include restriping are ex- <br />pected to require no capital expenditure because they can be implemented with operating <br />funds. Other bicycle projects are planned for construction as part of more extensive <br />roadway projects, and thus the cost estimates are included as part of the roadway project <br />cost estimate. The timing of each project is listed as either "programmed" or <br />"unprogrammed." Programmed projects have been identified in a local agency's CIP or <br />the STIP. Both "programmed" and "unprogrammed" projects within the Financially <br />Constrained 20- Year Capital Improvement Actions project lists have reasonable funding <br />sources identified that will enable them to proceed to project construction. <br /> <br />(d) In Dtetropolitan areas, policies to guide selection of transportation facility <br />and improvement projects for funding in the short-term to meet the stan- <br />dards and benchmarks established p'ursuant to 0035(4)-(6). Such policies <br />shall consider, and shall include among the priorities, facilities and im- <br />provements that support mixed-use, pedestrian friendly development and in- <br />creased use of alternative modes. <br /> <br />TransPlan Finance Policy #5 describes the short-term project priorities, which are to con- <br />sider and include among short term project priorities, those facilities and improvements <br />that support mixed-use, pedestrian-friendly nodal development and increased use of al- <br />ternative modes.
