<br />provide an estimate of the fiscal requirements to support the land uses in the ac- <br />knowledged comprehensive plan and allow jurisdictions to assess the adequacy of <br />existing and possible alternative funding mechanisms. In addition to including <br />rough cost estimates for each transportation facility and major improvement, the <br />transportation financing plan shall include a discussion of the facility provider's ex- <br />isting funding mechanisms and the ability of these and possible new mechanisms to <br />fund the development of each transportation facility and major improvement. These <br />funding mechanisms may also be described in terms of general guidelines or local <br />policies. <br /> <br />The revised TransPlan Capital Investment Actions project lists provide an estimated cost <br />for each capital investment project. The cost estimates are not precise, but rather are in- <br />tended as planning estimates to assist in determining financial impacts. The Finance <br />Policies in Chapter 2 guide the development and allocation of funding for transportation <br />services, facilities and projects, noting the characteristics of the desired transportation fi- <br />nance system. The financial plan set forth in Chapter 3, Part 2, includes a discussion of <br />existing and possible alternative funding mechanisms. <br /> <br />OAR 660-012-0040(5): The transportation financing program shall provide for <br />phasing of major improvements to encourage in fill and redevelopment of urban <br />lands prior to facilities and improvements which would cause premature develop- <br />ment of urbanizable lands or conversion of rural lands to urban uses. <br /> <br />The Capital Investment Actions project lists in 'the revised TransPlan include three phases <br />of projects: programmed projects identified to proceed to construction in the next five <br />years; unprogrammed projects expected to be developed in the period of 6 to 20 years, <br />and future projects not expected for construction during the 20-year planning period. <br />Most projects are concentrated within the urban lands, and are primarily directed at de- <br />velopments within the UGB. All projects are consistent with the provisions of the Metro <br />Plan that encourage infill and redevelopment of urban lands prior to the extension of ur- <br />ban services into urbanizable land or conversion of rural land to urban uses. <br /> <br />OAR 660-012-0045 Implementation of the transportation System Plan <br /> <br />Revised TransPlan Chapter 3, Part 4 includes recommended actions to implement various <br />transportation-related land use policies. Chapter 3, Part 4 also provides a nodal develop- <br />ment and integrated land use transportation plan development schedule incorporating rec- <br />ommendations to provide guidance to Eugene-Springfield metropolitan area local gov- <br />ernments contained in Section 7 of LCDC Order 01-LCDC-024, adopted by the Commis- <br />sion in May 2000.
