<br />OAR 660-012-0055 Timing of Adoption and Update of Transportation System <br />Plans; Exemptions <br /> <br />Policies and recommended land use regulation implementation measures included in the <br />revised TransPlan and Metro Plan text amendments are designed to reduce reliance on the <br />automobile. Revised TransPlan Chapter 3, Part 4 includes recommended actions to im- <br />plement various transportation-related land use policies. Chapter 3, Part 4 also provides a <br />nodal development and integrated land use transportation plan development schedule in- <br />corporating recommendations to provide guidance to Eugene-Springfield metropolitan <br />area local governments contained in Section 7 of LCDC Order 01-LCDC-024, adopted by <br />the Commission on May 4, 2000. TransPlan Appendix G is a copy of LCDC Order 01- <br />LCDC-024. <br /> <br />OAR 660-012-0060 Plan and Land Use Regulation Amendments <br /> <br />Findings of consistency with OAR 660-012-0060 are required prior to adoption of Metro <br />Plan amendments, refinement plan amendments and land use regulation amendments by <br />Eugene, Springfield and Lane County elected officials. <br /> <br />OAR 660-012-0065 Transportation Improvements on Rural Lands <br />(3) The following transportation improvements are consistent with goals 3, 4, <br />11, and 14 subject to the requirements of this rule: <br />(a) Accessory transportation improvements for a use that is allowed or condi- <br />tionally allowed by ORS 215.213, 215.283 or OAR 660, Division 6 (Forest Lands); <br />(b) Transportation improvements that are allowed or conditionally allowed <br />by ORS 215.213, 215.283 or OAR 660, Division 6 (Forest Lands); <br />(c) Channelization not otherwise allowed under subsections (a) or (b) of this <br />section; . <br />(d) Realignment of roads not othe~ise allowed under subsection (a) or (b) of <br />this section; . <br />( e) Replacement of an intersection with an interchange; <br />(f) Continuous median turn lane; <br />(g) New access roads and collectors withiIi a built or committed exception <br />area, or in other areas where the function or the road is to reduce local access to or <br />local traffic on a state highway. These roads shall be limited to two travel lanes. Pri- <br />vate access and intersections shall be limited to rural needs or to provide adequate <br />emergency access. <br />(h) Bikeways, footpaths and recreation trails not otherwise allowed as a <br />modification or part of an existing road; <br />(i) Park and ride lots; <br />(j) Railroad mainlines and branchlines; <br />(k) Pipelines; <br />(I) Navigation channels; <br /> <br />Exhibit C <br />Findings in Support of the Adoption of TransPlan <br /> <br />40 <br />
