Every motor vehicle operated in the City of Eugene shall be <br />equipped with a muffler and it shall be unlawf ul for any person or persons to <br />~~ <br />~ run or operate any motor vehicle in the City of Eugene unless the muffler is <br />MI closed when the same is being operated upon the streets of the City of Eugene. j <br />I, Section 17. I~'o motor vehicle parked or left standing on any street of the <br />~~ City of Eugene shall be so parked or left standing: with the motor running vahile <br />~I <br />such vehicle is unattended. <br />Section 18. It shall be unlawful for any person to park any automobile <br />'~, upon the streets of tiie City of Eugene not in conformity with the provisions <br />i <br />~ of this ordinance. <br />Section 20. It shall be unlawful for any person, firm or corporation to: <br />Park or stor any vehicle upon any property of the City of Eugene excepting <br />upon written permission from the Chief of Police. <br />III Section 21. Nothing herein contained shall prevent the use of the city <br />1 <br />property by the city and its employees and agents for any purpose that the <br />i~ city wishes to make of it and shall not be deemed to prohibit the ordinancy use <br />~I <br />of ways and roadsides in parks of the city except upon areas where the parking <br />I) of automobiles will damage the improved grounds. <br />Section 22. All cars parked within the City of Eugene sha 11 comply with <br />I~ <br />~~ the state law with reference to the hours and method of lighting provided by <br />~~~ <br />the state law except that where a vehicle shall be parked in accordance with <br />the city ordinance of the city or upon the street where there is sufficient <br />~~ light to reveal any persons within a distance of two hundred feet upon such street <br />1 or highway, no lights need be displayed upon such vehicle. <br />PARKING METERS: <br />Section 23. DECLARATION OF PURPOSE: As a means of relieving motor vehicle <br />I <br />traffic congestion within certain business district of the City of Eugene caused <br />by the double parking and overtime parking of motor vehicles and a general abuse <br />of parking privileges, and for• the purpose of establishing an efficient system <br />applicable for the enforcement of parking regulations, and to facilitate a <br />~~ greater freedom for the motor vehicle user in transacting business requiring a <br />r a ive short eriod of time within the times hereinafter desi nated and as an <br />el t p g <br />
