21 ~ _ ~~ _` -- - - - -- - - - - - - - __ - r exercise of the police power, the City Council hereby adopts and ratifies the installation and use of parking meters as already established and as hereafter established by the Police Committee by the placing of parking meters upon the streets. Section 24. PARKING PlIETER TIME AND FEES; A parking meter fee of Five Cents 00.05) shall be paid by all persons parking a motor vehicle using metered parking time for one hour and a parking meter fee of One Cent (0.01) shall be paid by all persons parking a motor vehicle using metered parking time for twelve minutes, all as provided by the legend on the meter. Provided, however, that parking meter space may be used without charge on Sundays and legal holidays, and may be used on other days of the week between six o'clock P.M. and nine o'clock A.Ni., and delivery motor vehicles may use loading parking meter space without charge on any day. Delivery motor vehicles are trucks used for delivery purposes only. Section 25. PARKING ~~TER SPACE TO BE DESIGNATED: The City Engineer's off ice is hereby authorized and directed to place lines or marks on the curb or on the street or avenue about or along side of each parking meter to designate the park- ing space for which said parking meter is• to ~be used, and each motor vehicle parked along side of or next to any parking meter shall park within the lines or markings so established. It shall be a violation of this ordinance to park.any motor vehicle across any such line or mark or to park said motor vehicle in such a wqy that the same shall not be within the area so designated by such line or mark. Section 26. &~ANNER OF PARKING IN b7ETER PARKING SPACE; When any motor vehicle shall be parked in any phce along side of or next to which there is located a parking meter, the owner, operator, manager or driver of such motor vehicle shall upon entering the said parking space immediately deposit either a Five Cent or a One Cent coin of the United States in the parking meter along side of or next to said parking space and perform any mechanical act required by the directions posted on said parking meter, and the said parking space shall then be used by such motor vehicle during the parking limit provided by section 24 of the ordinance for the part of the street or avenue in which said parking space is located. If scald motor vehicle shall remain parked in any such parking space beyond the parking limit fixes by sa~cl section 24 of this Ordinance for such parking space, the parking meter shall display a sign showing illegal parking and in that event such motor vehicle shall be considered as parked overtime beyond the said period of time, and the parking of an automobile overtime or beyond the period of time fixed by section 24 of this Grdinance in any such part of the street or avenue where any such parking meter is located shall be a violation of this ordinance and punishable as hereinafter provided.
