416 <br />(a) Every container other than those complying with interstate Commerce <br />Commission Regu7.a,tions and every vaporizer other than those of less than one quart <br />total capacity not heated by artificial means and those arranged so the liquid there- <br />in can pass back to the originating container at all times without hindrance, shall <br />be provided ~,aith approved safety relief valves which cannot be shut off by stop <br />valves. Relief valve discharge shall start at a pressure not more than 125 per cent <br />of the designed ~rrorking pressure,. Safety relief valves shall have a free discharge <br />area not less than as s~oecified in the Standards of the National Board of Fire <br />Underwriters for the Design, Installation and Construction of Containers end <br />Pertinent Equipment for the Storage and. Handling of Liquefied Petroleum Gases. <br />(b) The discharge from safety reliefs shall be outside of buildings <br />and not less.than 5 feet a~~ray from any opening in any building which is below the <br />~.evel of such discharge. <br />812 V,4PORIZiATG AND HOUSING \ <br />(a) In donestic installations no liquid or gas shall be led into the <br />building at a pressure exceeding 20 pounds gauge. The initial pressure reducing <br />device shall be installed outside of building, except in the case of. a vaporizer <br />house. <br />(b) The vaporizer shall be located outside of buildings except those <br />buildings devoted exclusively to gas manufactuxang and distribution operations, <br />but may be located in a house or shed of fireproof construction, ~,vell ventilated <br />from points near the floor and roof; provided that on systems utilizing vaporization <br />supplied t~aithout artificial means, vaporizers may be installed in buildings, if such <br />vaporizers are of not more than one quart capacity and are located close to point <br />at arhich .pipe to vaporizer enters building. <br />(c) 'Where a. device is employed for premixing the gas with air, such device <br />shall be provided ~,rith means for automatically shutting off the gas mixing device <br />before a combustible mixture is generated, except ~.~~here combustible mixtures are <br />desired and generated, in ltihich case flame arresters shall be installed. <br />ELEC2'RICAL INSTALLATIONS AND OPEN FLAMES. <br />(a) In the immediate vicinity of storage containers, in vaporizer or <br />pump houses, in cylinder filling plants, in gas plants, and similar 1oc~tions ~r~here <br />liquefied gases are in liquid .form in large quantities, all electrical installations <br />shall be in strict accordance ~.rith 'the requirements of. the National Electrical Code <br />for Class 1 hazardous locations. <br />(b) No artificial light involving flames or sioa.rks, shall be used in the <br />vicinity of container ch~.rging operations Approved explosion-proof flashlights may <br />be employed. <br />81~ FILLING DENSITIES. 'The total amount of liquefied gas, by weitht, shall <br />be limited to the following percentages of the freight of the water capacity of the <br />container, depending upon the specific gravity at 60 degrees Farenheit of ,the liquid; <br />F'or ).BOO specific gravity, 32 per cent for aboveground and 35 per cent for under- <br />ground; for 0.500 specific gravity, ~?1 per cent for above ground and ~+5 per cent <br />for underground; for 0.6A0 specific gravity, 53 per cent for aboveground and 56 per <br />cent for underground; and for intermediate or higher specific gravities, corres- <br />ponding percentages, but in no case shall the amount of liquid be such as to fill <br />the conta.irer at a temperature of 1j0 degrees Farhenheit for aboveground, and 105 <br />degrees Fahrenheit for underground. <br />Sly TRANSFFFt OF LIQUID. A17. transfer of liquid or gases shall be by approved <br />piping; or hose, tested to 5 times the d.esigna,ted wor king pressure. All connections <br />shall be free from leaks. <br />816 TANK TRUCKS AND TRAILERS. Tank trucks and trailers shall be constructed a.s des- <br />cribed in Section 80~. <br />Piping safety devices, ,filling and the loading and unloading of tank trucks <br />and trailers shall be as specified for containers <br />Pumps of suitable design and properly protected may be mounted upon trucks and <br />trailers and may be driven by the truck motor power take-off or other s~i.table means. <br />The pumps. except constant speed centrifugal pumps, shall be equipped ~rrith suitable <br />pressure actuated by-pass valves permitting flow from pump disehargeā€¢to pump suction <br />when the pump discharge pressure rises above a:predetermined point. . <br />Every tank truck and. trailer shall be provided ~sith properly attached steel <br />bumpers, or chassis extension at the rear which shall be so arranged as to adequately <br />protect the tank, piping, valves and f.ittinga in o~.se~of collision. <br />Part~9.~ <br />FLAMhgABLE LI~,UIDS <br />0 <br /> <br />
