The term "explosive" or "explosives" whenever used in this ordinance shall be <br />held to me~.n ar_d include any chemical compound or mechanical mixture, that is commonly <br />used, or inter_ded for the purpose of producing an explosion, that contains any oxidizing <br />ar_d combos+ible units, or other. ingredient:, in such pro~oertions, quantities cr pac'_~ing <br />that ar_ ignition by fire, by friction, or concussiori'~, by percusRiuu, or oy detonator <br />of any p~.rt of the compound or mixture may cause such a sudden generation of highly <br />heated gases that the resultant gaseous ~crQssures are capable of producing destructive <br />effects on contiguous ot+~ects or of destroying life or limb. <br />202. Nothing in this part shall be held to mean ar_d include any small arms ammunit- <br />ion or signal rockets, or devices or compositions used to obtain visible or audible <br />pyrotechnic effects, which are covered in Part 3, nor to include explosives in tre forme <br />prescribed in the official United States PhP.rmacopeia. <br />203s It is prohibited for any person to manufacture any explosives, except that <br />any explosives may be manufactured in the laboratories in o©lleges and similar institutions <br />for the purpose of investigation and instruction. <br />20~+. It is prohibited for any -person to transport or carry any explosive in or upon <br />any public cenveyanre which is carrying passengers f er rire. <br />205. .• It is prohibited for any ~oerson to nave, keep, use, store or transport any <br />explosives, except under permit therefor. <br />206. It is prohibited for any person to have, keep, store, sell, offer for s~.le, <br />give avray, use, transport, or manufacture any of the follo1~ring explosives in ary <br />quantity: Liquid nitroglycerine; high e~-plosives containir_g over 60 per cent of nitro- <br />glycerine ( except gelatine dynamite); high explosives having an unsatisfactory absorbent <br />or one that permits leakage of nitroglycerine under any conditions liable to exist <br />during transportation or storage; nitrocel7.ulose in a dry and u_nccmpressed cor_dition, <br />in quantity greater than ten (10) potu~fl-s in one exterior pac?•,age; fulminate of ~marcury <br />in bulk in a, dry condition, and fulminate of all other metals in any condition, except <br />as a component of manufactured articles not hereinafter forbidden; or explosives <br />containing an ammonium salt and chlorate. <br />207• Every vehicle while carrying explosives sha.J.1 have painted on its front, sides <br />and back, in easily legible letters at least four inches high, in contrasting colors, <br />the word "EXPLGSIVES," or in lieu thereof shall dipplay, in such manner. that it will be <br />visible from all directions, a red flag with the word "DAA?G'~'R" printed, Stamped or <br />sevra thereon in white letters. .Such flag sY.all be at least twenty-four inches square, <br />and the letters thereof shall be at least Six inches high. <br /> <br />
