LaneFireiswillingtobepartofadiscussionforafireservicetransitionplanforSantaClara, <br />andwouldliketoseetheCityconvenethethreeagenciestoworktogetherwithopenness <br />andhonestytodevelopaplanwithtimelines. <br />(Meeting#2,January12,2006) <br />CityOfEugene <br />CommentsandObservationsbyDennisTaylor,CityManager;JimCarlson,AssistantCity <br />Manager;AngelJones,Library,RecreationandCulturalServicesDirector;TomTallon,Fire <br />Chief;RobertLehner,PoliceChief;SusanMuir,PlanningandDevelopmentDirector;Kurt <br />Corey,PublicWorksDirector;LaurenChouinard,HumanResourceandRiskServicesDirector. <br />Whiletherearemanyissuestosortoutincludingblendedtaxratesandpasthistory,Eugene <br />FirefavorsopeningconversationswiththetwoFireDistrictstoworktowardagreementsfor <br />thetransitionoffireprotectionandEMSservices. <br />TheFireChiefalsonotedtransitionincentivesthatarestillonthetable,forexample <br />EugeneÕsofferthetoSCFirefornocostbaycapacityfora3-yearperiodatthenewCity <br />FirestationwhichwouldfacilitateSCFiretransitioningoutoftheirneighboringstation.He <br />alsofelttherewassomepossibilityofworkingoutsomearrangementwiththeunionforthe <br />volunteerfirebrigades. <br />PlanningstaffisstrugglingwiththeirresponsetotheFramework,includingtheimplied <br />demandforincreasedornewplanningservicesandplanstounincorporatedareasofRiver <br />RoadandSantaClaraandthepotentialimpactsonPlanningstaffcapacitytocommittosuch <br />proposedinitiativesandoptions;andperceivedconflictswithsomegrowthmanagement <br />policiesandstatutoryprovisions. <br />TherewasageneralconcernexpressedthattheCitywouldhavedifficultyestablishing <br />programsand/ormakingspecialallowancesforjustoneortwoneighborhoods;would <br />thereforeperhapsnothavethecapacitytoapplysuchprograms/allowancesCity-wide. <br />TheCityManagerencouragedstafftolookfornewandcreativeapproachesthatwould <br />supporttheRR/SCtransitionplangoals,andthatinturnmighthavepositiveimpactson <br />otherneighborhoodsthroughouttheCity.Heencouragedstafftothinkaboutcreativeways <br />toconceptuallyembracetheneighborhoodsideasforstrategiesandincentivesasapartofan <br />annexationprocess. <br />TocreateavoiceinRiverRoadandSantaClara,staffdiscussedthepositivebenefitsofnon- <br />residentsservingonCitycommittees.Non-residentscanalreadyserveonanyCity <br />committeeexcepttheBudgetCommittee(Statelawstipulatesthatonlyresidentscanserve <br />onthisgroup).ItwassuggestedthattheRRCOandtheSCCOcouldencourageoreven <br />nominateapplicantsforCitycommittees.AswiththeearlierCitymeeting,theresponseto <br />theideaofanon-CityseatontheCityCouncilwaslukewarm. <br />MostofthediscussioncenteredonhowstaffcouldrespondpositivelytotheDraft <br />Framework: <br />ServiceProviderInterviewNotes5 <br />RR/SCHeritageFrameworkDecember2005/January2006 <br /> <br />
