IssuesandFindingsSummaryReport <br />Short-termresultsareessentialtogaintrustandconfidenceofresidents,and <br />providetheoptimumenvironmentforpreparingacreative,thoughtful,long-term <br />TransitionPlan.TheTransitionTeamhasidentifiedanumberofpotentialshort- <br />termactionsthatcouldprovide,attheveryleast,symbolic,andinsomecases, <br />substantivechangesthatdemonstratetheCityÕswillingnesstoaddressconcerns <br />ofarearesidents(e.g.implementingcontext-sensitivestreetdesignstandardsin <br />theRR/SCareatohelpretainneighborhoodcharacter). <br />3.Notamonolithicenvironment <br />AnyplanningeffortinRiverRoadandSantaClaramustacknowledgeandbe <br />sensitivetothedifferentcultures,values,andopinionsofresidents.Atriangulationof <br />outreachmethodswillbeessentialtoengagethecommunityincreativeproblem <br />solving.Publicforums,surveys,workshops,interactivewebsiteaccess,and <br />information/communicationeffortsmustbeutilizedtothefullestpotential. <br />Transparencyandinclusivenessmustbethehallmarkofpublicprocess. <br />4.Needforastrategic-orientedTransitionPlan <br />TheTransitionPlanmusthaveadualpurpose:(1)Preferredmunicipalgovernance <br />andfinancing,and(2)Communityplanningandoutreach.Theapproachmustbewell <br />crafted,thoughtful,strategic,andflexible.Theremustalwaysbeanelementofquid <br />proquoasmilestonesarereached.Aggressiveannexationandexpeditedannexation <br />couldundermineeffortsandmakethehostileenvironmentmorehostile.Firstwins <br />areessentialtodemonstrateresultsandpositiveoutcomesinordertoaddressmore <br />longrangeandcomplexissuesandproblemsinacreativemanner. <br />5.Legacyofproblems,lackoftrust,hostileenvironment <br />Thelonghistoryofdisenfranchisement,hostility,andtensionmustbeaddressedwith <br />ahighdegreeofsensitivity,adaptation,willingnesstotakerisk,andpatience.There <br />willbesomefailuresmixedwithsuccess. <br />6.TestinggroundÐprototypesthatcanbeappliedcity-wide <br />RiverRoadandSantaClaraprovideamagnificentopportunitytoadvance <br />progressiveurbangrowth,development,anddesignconceptsthatcouldbeapplied <br />throughoutthecity.Thelegacyofdisenfranchisementandfragmentationofservices <br />canbereversedbyleveragingandpromotingaclearpurpose,vision,andachievable <br />goals.Thecombinedexpertiseofcommunityleadership,residents,andprofessional <br />staffisexceptionalandwillbethevehicleforavisionofsuccess. <br />NextSteps <br />UponreviewandcommentbytheCityofEugeneandinterestedparties,thisreportwill <br />becomethebasisforpreparingaworkplanthatwilloutlinemajorelementsofaTransition <br />PlanforRiverRoadandSantaClara,includingthepreferredpublicprocess,phasing,time <br />line,milestones,andoutcomes. <br />RIVERROAD/SANTACLARA <br />7 <br />TRANSITIONPLAN <br />
