<br />REVISEDPUBLICPARTICIPATIONWORKPLAN <br />RIVERROAD/SANTACLARATRANSITIONPLAN <br />ÒIftrustisevertobeestablished,theCitymustrecognizethatRiverRoadandSantaClaraare <br />notneighborhoodsofEugene,buttwouniquecommunitieswiththeirownhistory,values,and <br />pride.Theseuniquecharacteristicsmustbeadmittedandvaluedinallplanningforthearea. <br />Andthefateoftheareamustnotbeimposedfromoutside,butmustbeconstructedthrougha <br />collaborativeeffort.Dominationwillneverresultincooperation.InvolvethecitizensofSanta <br />ClaraandRiverRoadinEugeneÕsprocessesandtheymayonedayfeelpartofit.Ó <br />JerryFinigan <br />September2002 <br />PublicParticipationGoals <br />Giventhecomplex,cumbersomeenvironmentandlonghistoryofdistrusttowardtheÔCityof <br />EugeneintheRiverRoadandSantaClaracommunities,inclusivenessandtransparencyis <br />requiredfortransitionplanningtohavesuccessfuloutcomes.Toaccomplishthis,thesepublic <br />participationgoalsprovideaworkingframeworkforRR/SCtransitionplanning,withastatement <br />ofcommitmentforeachgoal: <br />1.TOINFORM:providebalancedandobjectiveinformationtoassistresidentswitha <br />betterunderstandingofexistingservices,programs,policies,andproblems. <br />Commitment:Tokeepresidentsinformedtothehighestdegreepossiblethroughouttheprocess. <br />2.TOCONSULT:maintainopennessandsolicitfeedbackfromresidents,developingtwo- <br />waycommunicationthroughouttheprocessincludinganalysis,developmentof <br />alternatives,anddecisions. <br />Commitment:Tolistentoandacknowledgeconcernsandaspirations,andprovidefeedbackon <br />howpublicinputinfluencesdecisions. <br />3.TOINVOLVE:workdirectlywithresidentstoensurethattheirconcernsand <br />aspirationsareconsistentlyunderstoodandconsidered. <br />Commitment:Toworkwithresidentstoensurethattheirconcernsandaspirationsaredirectly <br />reflectedinalternativesthataredeveloped,andprovidefeedbackonhowpublicinputinfluences <br />decisions. <br />4.TOCOLLABORATEandEMPOWER:developaworkingrelationshipineachaspectof <br />decision-makingincludingearlyidentificationofwhatisimportanttoresidentsÐtheir <br />concerns,interests,andneighborhoodvalues,andexplorecreativewaystoachievemutual <br />goals,developalternativestrategies,andreachagreementonpreferredsolutions. <br />Commitment:Tolooktoresidentsforideasandinnovationinformulatingsolutionsand <br />incorporatetheirrecommendationsintothedecisionstothemaximumextentpossible. <br />1 <br /> <br />
