Given that this area is relatively insignificant (0.06% of the total <br />wetland area), the discussion below primarily refers to those sites that are currently <br />designated for Protection, although it is acknowledged here that a few sites that are <br />currently developable are proposed for this designation. The impact is so small that it is <br />not considered significant in terms of the policies below. <br /> <br />Section 9.14S (2) "The planning commission shall review the proposed amendment <br />and receive evidence, and decide whether the proposed change is consistent with the <br />following approval criteria: (a) The plan amendment is consistent with the <br />Metropolitan Area General Plan;" <br /> <br />1. Metro Plan Policies <br /> <br />This section analyzes the site against applicable goals and policies of the Metropolitan <br />Area General Plan. Listed below are Metro Plan policies used in the analysis of the <br />amendments in the March 19, 1996 staff report to the planning commissions. These are <br />all of the Metro Plan policies we believe apply to this refinement plan amendment <br />proceeding. Not all these policies apply to site designations, as is stated where <br />appropriate below. <br /> <br />Policy 1, page III-B-4: "Demonstrate a positive interest in existing and new <br />industries, especially those providing above average wage and salary levels, an <br />increased variety of job opportunities, a rise in the standard of living, and <br />utilization of our existing comparative advantage in the level of education and <br />skill of the resident labor force." <br /> <br />Both new and existing industries depend on continued operation of utility facilities, such <br />as municipal water, sanitary sewer and storm sewers. The proposed Utility Corridor <br />designations would facilitate continued operation of these facilities, and is therefore <br />consistent with Policy 1. <br /> <br />Policy 5, page III-B-5: "Provide existing industrial activities sufficient adjacent <br />land for future expansion." <br /> <br />The proposed amendments to designate land for Utility Corridors primarily affects land <br />that is already designated for Protection, and, therefore, unavailable for development. <br />These amendments would not affect the available land for industrial expansion, so this <br />policy is not applicable. A total of 1.4 acres scattered across 9 sites is proposed for the <br />Utility Corridor designation where the previous designation was not Protection. This is <br />the case for new sites otherwise proposed for Protection or sites proposed to be re- <br />designated to Protection. This acreage is very small in relation to the available industrial <br />land, and would not significantly reduce the land available for expansion.
