<br />The area designated for Development is a large wetland area contiguous with large <br />adjacent wetlands designated for Protection and Restoration. It is adjacent to existing <br />development across Willow Creek Road to the west and across West 11 th to the north. <br />Based upon Metro Plan designations, future adjacent uses will be mostly residential and <br />light medium industrial. This area could managed as part of the larger block of wetland <br />habitat, and though there may be more challenges to successful protection and <br />management due to future adjacent uses, we conclude that it can be protected, and does <br />not meet this criterion. <br /> <br />The areas designated.for Restoration and Protection are contiguous with other protected <br />wetlands and waterways and form a large block of wetland habitat with other protected <br />wetlands to the east and south. These areas can be managed in conjunction with other <br />adjacent protected wetlands and waterways and therefore do not meet this criterion. <br /> <br />Restoration <br /> <br />Standard <br /> <br />1. Any site or portion of a site that is providing compensatory wetland mitigation <br />as part of an approved state or federal wetland fill permit shall be designated for <br />restoration. <br /> <br />To date, no portion of this site is providing compensatory mitigation credit. Therefore <br />this site does not meet this standard. <br /> <br />Criteria <br /> <br />1. Site contains hydric soils. <br /> <br />All of the wetland areas on this site contain hydric soils, therefore the entire site meets <br />this criterion. The areas designated for Development, Restoration and Protection also <br />meet this criterion when considered separately. <br /> <br />2. Site is either a disturbed agricultural wetland or previously exhibited <br />wetland characteristics. <br /> <br />Generally, the West Eugene Wetlands Plan considers wetlands to be disturbed <br />agricultural wetlands if they have been altered by agricultural practices, but continue to <br />exhibit important wetland values. This site is a wet prairie site most of which was <br />disturbed by plowing in 1986 and annual mowing for hay. The wetland regulatory <br />agencies (i.e., Oregon Division of State Lands and u.s. Army Corps of Engineers) have <br />confirmed that most of the site is wetland in spite of the agricultural disturbance. <br />Therefore, the site as a whole meets this criterion. <br /> <br />Speedway Site Ordinance, Exhibit C (Refinement Plan Amendment Findings) <br /> <br />Page 12 <br />
