RELATED CITY POLICIES
Eugene’s adopted Growth Management Policies have a direct bearing on this item.

In 1999, the City Council adopted a resolution supporting the concept of a coordinated growth
management strategy for the southern Willamette Valley region. The Strategy (2006) differs from
adopted plans, such as the Metro Plan, partly because its scope addresses a larger planning area, longer
planning period, and larger projected populations.

COUNCIL OPTIONS

The council has the following options:

1.Endorse the Southern Willamette Valley Regional Growth Management Strategy;

2.Endorse the Strategy with changes; or

3.Decline to endorse the Strategy.

CITY MANAGER’S RECOMMENDATION

The City Manager recommends that the council endorse the Southern Willamette Valley Regional
Growth Management Strategy which, through its endorsement, commits the City of Eugene to use the
goals and objectives and Regional Growth Concept embodied in the Strategies document, including the
coordinated population allocations, as a tool to guide growth and development.

SUGGESTED MOTION

Move to endorse the Southern Willamette Valley Regional Growth Management Strategy, dated August
31, 2006. By this endorsement, the City of Eugene agrees to use the goals and objectives and Regional
Growth Concept embodied in the Strategies document, including the coordinated population allocations,
as a tool to guide growth and development.

ATTACHMENTS

A.
