community and accommodate economic growth, within projected revenues, into the future. The <br />proposed amendments are consistent with Goal 9. <br /> <br /> <br />Goal 10 - Housing. To provide for the housing needs of the citizens of the state. <br /> <br />The Eugene-Springfield Metropolitan Area Residential Lanes and Housing Study (1999) is acknowledged <br />for compliance with Goal 10. The adoption of the amendments will not impact the supply of residential <br />lands and will not result in any change or conflict with the housing policies of the Metro Plan. The <br />amendments seeks to provide a multi-modal transportation system to meet the needs of the community <br />into the future, including accommodating its housing needs. The proposed amendments are consistent <br />with Goal 10. <br /> <br /> <br />Goal 11- Public Facilities and Services. To plan and develop a timely, orderly and efficient arrangement of <br />public facilities and services to serve as a framework for urban and rural development. <br /> <br />The Eugene-Springfield Metropolitan Area is currently in compliance with Goal 11 through its <br />acknowledged Public Facilities and Services Plan (PFSP), Comprehensive Plan, and adopted <br />Transportation System Plan, TransPlan. The amendments will not result in any change or conflict with <br />the Comprehensive Plan, PFSP, or TransPlan. The proposed amendments will update the transportation <br />element of the Metro Plan by replacing TransPlan as the locally adopted TSP. As a result, the <br />amendments are in compliance with Goal 11. <br /> <br /> <br />Goal 12- Transportation. To provide and encourage a safe, convenient and economic transportation <br />system. <br /> <br />Goal 12 is implemented through the Transportation Planning Rule (TPR), as defined in Oregon <br />Administrative Rule OAR 660-012-0000, et seq. The proposed amendments are consistent with all <br />applicable provisions of OAR 660-012-0010. Further, the amendments are consistent with, and a further <br />step toward fulfillment of the Regional Transportation Work Plan approved pursuant to OAR 660-012- <br />0016(2)(b) by the Land Conservation and Development Commission on October 16, 2008. <br /> <br />The amendments adopt the 2035 TSP, which was completed following the rules outlined in the <br />Transportation Planning Rule. The TPR states that when amendments to a functional plan would <br />significantly affect an existing or planned transportation facility the local government shall put in place <br />measures to assure that the allowed land uses are consistent with the identified function, capacity and <br />performance standards (level of service, volume to capacity ratio, etc.) of the facility. The 2035 TSP <br />provides an updated, balanced transportation system with amended functions and capacity of the <br />roadways system that will accommodate growth and land uses envisioned by the acknowledged Metro <br />Plan. <br /> <br />For the reasons set forth below, the proposed amendments are in compliance with Goal 12.
