Because the 2035 TSP is based on the <br />Metro Plan land use designations, any zone allowed <br />within the land use designation is consistent with both <br />the Metro Plan and this 2035 TSP. <br /> <br />Regarding the population and employment forecasts, <br />the determination of t <br />City will continue to see growth in employment and <br />population between now and the year 2035 in a <br />manner consistent with the existing Comprehensive <br />Plan land use designations, within the existing Urban <br />Growth Boundary (UGB) and consistent with the <br />growth forecast adopted into the Metro Plan. <br />Regarding the population and employment <br />distributions, Staff from the cities of Eugene and <br />Springfield, Lane County and Lane Council of <br />Governments (LCOG) worked collaboratively to <br />identify where the estimated year 2035 population <br />and employment growth might occur within the region <br />as well as within individual areas of each city. This <br />interagency collaboration ensures that the needs <br />analyses for Eugene, Springfield, and Coburg start with <br />the same fundamental assumptions and that the <br />population and employment forecasts are <br />transportation and land use planning requirements. <br />This growth was allocated to developable areas within <br />the current UGB consistent with the land use <br />designations shown in the adopted Metro Plan. <br />Exhibit A to an Ordinance Concerning Long Range Transportation Planning <br />Page 22 of 63 <br /> <br />
