development and increased use of alternative in Key Corridors; bikeway improvements near the <br />modes. University of Oregon, downtown Eugene, and on <br /> streets connecting residential areas to schools and <br />commercial hubs; a railroad quiet zone in the <br />downtown and Whiteaker areas; investments that <br />facilitate job growth in high priority employment <br />opportunity sites; and priority parking and reduced <br />parking fees for non-gasoline powered vehicles. <br />Goal 1 of the 2035 TSP states: Create an integrated <br />transportation system that is safe and efficient; <br />supports the Metro Plan <br />Envision Eugene, A Community Vision for 2032 (2012), <br />in fossil fuel consumption, and other City land use and <br />economic development goals; reduces reliance on <br />single-occupancy automobiles; and enhances <br />community livability. <br /> <br />The 2035 TSP contains many policies that prioritize <br />facilities and improvements that support mixed-use, <br />pedestrian friendly development and increased use of <br />alternative modes, including the following: <br />Design, construct, maintain, and <br />operate all streets to provide comprehensive and <br />integrated transportation networks that serve people <br />of all ages and abilities, promote commerce, and <br />support the comprehensive land use planvision for <br />growth and development in a responsible and efficient <br />automobiles and emergency responders, bicycles, <br />walking, transit, and freight. In addition to fulfilling a <br />access to properties, streets and sidewalks should be <br />designed to be attractive, safe, accessible, sustainable, <br />and healthy components of the City's environment. <br /> <br />Pedestrian Policy 1: Encourage walking as the most <br />attractive mode of transportation for short trips (e.g., <br />within .5 miles) within and to activity centers, <br />downtown, key corridors, and major destinations, and <br />as a means of accessing transit. <br /> <br />PCoordinate improvements to <br />complement and improve the systems proposed in the <br />Eugene Trails Plan and connections to regional trails. <br /> <br />Develop a well-connected and <br />Exhibit A to an Ordinance Concerning Long Range Transportation Planning <br />Page 39 of 63 <br /> <br />
