Implement higher priority measures first unless a <br />lower priority measure is demonstrated to be more <br />cost-effective or better supports safety, growth <br />management, or other livability and economic <br />considerations. Provide justification for using lower <br />priority measures before higher priority measures. <br /> <br />The manner in which the 2035 TSP supports and advances the alternative performance standards <br />approved by LCDC in 2001 and adopted as part of TransPlan are set forth above in the Goal 12 findings <br />(Findings Table A). Those detailed findings are incorporated herein by reference. <br /> <br />aĻƷƩƚ tƌğƓ <br />Chapter III of the Metro Plan contains eleven specific elements that address a comprehensive list of <br />topics, including (A) Residential Land Use and Housing Element (B) Economic Element (C) <br />Environmental Resources Element (D) Willamette River Greenway, River Corridors, and Waterways <br />Element (E) Environmental Design Element (F) Transportation Element (G) Public Facilities and Services <br />Element, and (H) Parks and Recreation Facilities Element. Findings for relevant policies from each <br />element are contained in this report. Applicable Metro Plan policies are italicized. <br /> <br />The following policies from the Metro Plan (identified below in italics) are applicable to these <br />amendments. Based on the findings provided below, the amendments are consistent with and <br />supported by the applicable provisions of the Metro Plan. <br /> <br />A. Metro Plan Residential Land Use and Housing Element <br /> <br />The 2035 TSP is based on the Metro Plan <br />projections inherent in that plan. The 2035 TSP does not change the Metro Plan <br /> This <br />Residential Land Use and Housing Element and Residential Land and Housing Needs Analysis contains <br />the following relevant housing policies related to the 2035 TSP. <br /> <br />A.7 Endeavor to provide key urban services and facilities required to maintain a five-year supply of <br />serviced, buildable residential land. <br /> <br />A.8 Require development to pay the cost, as determined by the local jurisdiction, of extending public <br />services and infrastructure. The cities shall examine ways to provide subsidies or incentives for <br />providing infrastructure that support affordable housing and/or higher density housing. <br /> <br />A.10 Promote higher residential density inside the UGB that utilizes existing infrastructure, improves <br />the efficiency of public services and facilities, and conserves rural resource lands outside the UGB. <br /> <br />The 2035 TSP contains multiple goals and polices that support the above stated housing policies and land <br />use efficiency measures. These TSP goals and policies include, but are not limited to: <br /> <br /> Goal 1: Create an integrated transportation system that is safe and efficient; <br />supports the Metro Plan and Envision Eugene, A Community <br />Exhibit A to an Ordinance Concerning Long Range Transportation Planning <br />Page 49 of 63 <br /> <br />
