fuel consumption, and other City land use and economic development goals; <br />reduces reliance on single-occupancy automobiles; and enhances community <br />livability. <br /> <br /> Policy: Prioritize improved transit service in Key Corridors and other areas with sufficient <br />employment, activities, or residential density that best support transit service and transit <br />services that connect residents to employment centers. If operational funding is sufficient, <br />extend transit to support higher density housing and employment development planned for <br />other areas. <br /> <br />Policy: Foster neighborhoods where Eugene residents could meet most of their basic daily <br /> <br />needs without an automobile by providing streets, sidewalks, bikeways, and access to transit <br />in an inviting environment where all travelers feel safe and secure. <br />The above stated TSP goal and policies are examples of consistency between the Eugene 2035 TSP and <br />relevant Metro Plan Residential Land Use and Housing policies. The proposed amendments will further <br />support and enhance the Metro Plan Residential Land Use and Housing Element through strengthening <br />multi-modal connections, enhancing bike, pedestrian and transit facilities and target multi-modal <br />infrastructure in higher density, mixed use areas throughout Eugene. The proposed amendments are <br />consistent with this Metro Plan Element. <br /> <br />B. Metro Plan Economic Element <br /> <br />The Economic Element of the Metro Plan addresses the economic needs of current and future residents <br />of the metropolitan area. The overarching economic goal of the Metro Plan Element is to, Broaden, <br />improve, and diversify the metropolitan economy while maintaining or enhancing the environment. <br /> <br />The Economic Element of the Metro Plan contains the following relevant economic policies related to <br />the Eugene 2035 TSP: <br /> <br />distribution, trade, health, and service center. <br /> <br />B.14 Continue efforts to keep the Eugene and Springfield central business districts as vital centers of the <br />metropolitan area. <br /> <br />B.17 Improve land availability for industries dependent on rail access. <br /> <br />B.18 Encourage the development of transportation facilities which would improve access to industrial <br />and commercial areas and improve freight movement capabilities by implementing the policies and <br />projects in the Eugene-Springfield Metropolitan Area Transportation Plan (TransPlan) and the Eugene <br />Airport Master Plan. <br /> <br />B.19 Local jurisdictions will encourage the allocation of funds to improve transportation access to key <br />industrial sites or areas through capital budgets and priorities. <br /> <br />B.28 Recognize the vital role of neighborhood commercial facilities in providing services and goods <br />to a particular neighborhood. <br />Exhibit A to an Ordinance Concerning Long Range Transportation Planning <br />Page 50 of 63 <br /> <br />
