Attachment C <br />The Metro Plan defines the "MillinlU111 Level" of "key urban facilities and set -vices" as including: <br />storInweaer service, trellISPortalion, solie"I I'voste <br />lncwc�geinel,H, ivaler .service, fire cind einergrenc , Ineclical ser Oces, Jaolice <br />1)roiection, city-i,vhk, pctrks and recrectlion proc yrcmis, eleciricservice, <br />l6wel Ilse confrol's', widIniblic schools. <br />Wastewater Service: City of Eugene / Metropolitan Wastewater Management Commission <br />wastewater service is already provided to the subject property via an existing wastewater service <br />connection to an existing 8" public wastewater main located within time adjacent portion of <br />Wilkes Drive. <br />Storinwater Service: Storinwater set -vice is already available to the subject property via the <br />existing public open drainage ditch located along the north side of Wilkes Drive adjacent to the <br />south side of the subject property. CLuTcnt City storniwater management policies require that <br />storrnwatcr be kept on site and that run-off shall be limited to pt-c-developi-nent flows. Therefore, <br />any future development of the subject property will require on-site storrilwater management <br />facilities complying, with the rcqLiirCments of the City of Eugene Stormwater Management <br />Manual in effect at that time. More specifically, said future facilities will likely be comprised of <br />all on-site private stormwater collection/conveyance system directing run-off into approved on- <br />site private pl-c-treatnictit and infiltration and/or detention facilities, with overflow directed into <br />time above referenced existing public open drainage ditch located along time north side of Wilkes <br />Drive. Per time USDA Soil Survey of Lane County the site is comprised of a soil type classified <br />within Hydrologic Group B, which is theoretically suitable for on-site infiltration per current <br />City of Eugene stormwater management policies. <br />Transportation: The subject property has frontage on, and access to/front Wilkes Drive <br />(classified as a major collector) oil the south, which in turn provides connectivity to local and <br />regional street and state highway networks. Public transportation is also available via an existing <br />Lane Transit District (LTD) bus route which runs along Wilkes, Drive, Scenic Drive, Spring <br />Crock Drive and River Road, with the nearest bus stop located on Wilkes Drive approximately, <br />1/4 mile to the west of the subject property. Therefore, with respect to transportation, the subject <br />property is already served by this type of "key urban facility". <br />Solid Waste Management: Garbage and recycling services are available from local and <br />regional private firms which collect and transport solid waste to landfills managed by Lane <br />County, therefore the subject property is already served by this type of "key urban service". <br />Water Service: Water service is already provided to the subject property by Eugene Water and <br />Electric Board (EWER) under contract with the Santa Clara Water District (SCWD), via an <br />cxisti ng 8" water main within. Wilkes Drive. <br />Fire and Emergency Medical Services: According to the Regional Land Information Database <br />of Lane County (RLID), fire protection is currently provided by the Santa Clara Rural Fire <br />Protection District and anlbulancc/cmcrgcncy medical set -vices are currently provided by time <br />Eugene Fire & Emergency Medical Services Department (West/Central District).
